GOAL is currently seeking to hire a Programme Support Coordinator to join our Uganda team. This is an exciting opportunity for you to join an extremely dynamic International NGO and to use your skills in grant management, resource mobilization and project coordination. To be successful in this role, you will need:

  • Minimum of a Degree in Social Sciences, Development Studies or relevant discipline; certificate in Resource Mobilization is an added advantage
  • A minimum of 3 years’ experience with grant management, report and proposal writing, and programme support to international development programmes with an INGO;
  • Excellent IT skills, especially in Word, Excel and PowerPoint with ability to analyse data and interpret statistical information
  • Excellent analytical and writing skills in English
  • Strong interpersonal skills, ability to work in a team and under pressure, and to prioritise workload according to the changing needs of the programme
  • Enthusiastic, flexible and willing to work in sometimes remote contexts with basic amenities to meet the programme needs

As the new Programme Support Coordinator, you will be reporting to the Assistant Country Director Programmes (ACDP) for an initial contract of 12 months. This position will be based out of our Head Offices in Kampala with occasional travel to field locations. The overall objective is to provide support to GOAL Uganda programmes; you will be working closely with the relevant programme leads for WASH, Health, Nutrition and Livelihoods on internal and external reporting, proposal development and grant management, ensuring that GOAL Uganda programmes achieve maximum impact for the people we work with.

Key Responsibilities of the role will be:

Grant Management

  • Review donor contracts and prepare donor compliance requirements sheets
  • Provide advisory support to programme teams on donor rules and requirements
  • Maintain and update a grant management tracker ensuring all concerned are aware of the reporting schedule and their specific role
  • Work with technical advisors and programme leads to coordinate the development and timely submission of donor reports, programme reports to Dublin and other reports or updates as needed, providing quality feedback to programme leads prior to submission
  • Ensure that effective grant management is in place which includes planning for and coordinating opening, mid term and closing meetings
  • Ensure that for each grant management meeting there is scheduling, documentation provision, recording and dissemination of action points and minutes to the management and field teams
  • Ensure all relevant grant information and documents are shared with relevant team members and donor files are maintained and up to date

Coordination

  • Review and disseminate country weekly reports from programme leads;
  • Support the Annual Country Planning and Strategic Planning Processes;
  • Maintain a central log and depository of external coordination meetings, minutes and contact lists
  • Share monthly reports of key meetings held for cross programme learning
  • Ensure that programme and donor Information is shared centrally, and files are maintained by programme leads.
  • Schedule regular internal programmes coordination meetings, to monitor progress and spend, as well as any change in operating environments to ensure timely achievement of activities and objectives
  • Support project activities in coordination with the ACDP and programme managers
  • As agreed with the ACDP, represent GOAL Uganda as appropriate at external forums and meetings
  • Liaise with partners, implementing partners, grant partners, consultants, service providers, government agencies and other external stakeholders as appropriate

Resource Mobilisation

  • PSC will be part of the GOAL Uganda Funding Support Unit (FSU) and will be responsible for scanning for and tracking relevant funding opportunities, sharing weekly updates with the FSU, ensuring the funding tracker is maintained and scheduling quarterly FSU review meetings
  • Support the development of donor mapping and resource mobilization strategies
  • Coordinate proposal development process which includes preparing Head Office Concept Notes and supporting the ACDP and programme leads in researching, writing and editing quality narrative for proposals, supporting budget preparation and work plans, facilitation with potential partners and ensuring responsiveness to the requirements of the funding opportunity, facilitating input from relevant departments
  • Prepare ad-hoc updates for donors, potential partners and GOAL as requested including powerpoints, fact sheets and talking points

GOAL

Established in 1977, GOAL is an international humanitarian agency, with a global team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 13 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.

General description of the country programme:

First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health (including WASH, Health Accountability and Nutrition programming); and a market based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.

GOAL Uganda has a skilled team of approximately 100 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Bugiri, Abim, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity: water, Irish Aid and some small foundations.
