About US:
The Inter University Council for East Africa (IUCEA) is a strategic institution of the East African Community (EAC) responsible for coordinating the development of human resources and research in the region. IUCEA is charged with a number of responsibilities among them being to coordinate academic and research activities jointly undertaken by Partner states and member university institutions. The main objectives of IUCEA are to (i) facilitate networking among universities in East Africa, and with universities outside the region; (ii) provide a forum for discussion on a wide range of academic and other matters relating to higher education in East Africa; and (iii) facilitate maintenance of internationally comparable education standards in East Africa so as to promote the region’s global competitiveness in higher education.
About EASTRIP Project:
The World Bank is financing the establishment and implementation of an East Africa Skills for Transformation and Regional Integration Project (EASTRIP), which initially involves three East African countries along the Northern Transport Corridor including Ethiopia, Kenya, and Tanzania. The Project’s development objectives are to increase the access and improve the quality of TVET programs and to support regional integration and regional economic corridors.
Job Summary: The Project Accountant will undertake management of financial matters relating to the EASTRIP World Bank project at the Regional Facilitation Unit (RFU) and ensure compliance with donor and IUCEA financial requirements and procedures.
Key Duties and Responsibilities:
- Carry out all necessary transactions related to accounting, cash records and banks.
- Prepare budget and verify application of budget and vote head codes.
- Properly undertake reliable book keeping and maintenance of accounting records.
- Manage the finances and accounts of the EASTRIP project at the RFU on a routine basis according to the World Bank fiduciary policies, requirements and procedures.
- Ensure timely payment of EASTRIP project suppliers and service providers.
- In charge of all payments and Financial Accounting of the project
- Monitor and control budget executions and ensures compliance with the World Bank and IUCEA financial requirements.
- Prepare quarterly financial reports of the EASTRIP project and for presentation at periodic Project Planning and Review Meetings.
- Participate in activities that contribute to the achievement of EASTRIP project goals and objectives.
- Carry out any other duties that may be assigned by the Project Coordinator and from time to time for effective implementation of the Project.
Key Performance Indicators:
- Timely and regular financial statements
- Timely bank reconciliation statements
- Properly managed financial records
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Finance and/or Accounting or its equivalent from a recognized institution
- Member of the accountancy professional body such as ICPA or ACCA
- Professional Qualifications: Certified Public Accountant (CPA, ACCA) or its equivalent
- At least five years as an accountant in a reputable organization
- Previous experience in computerized accounting Systems and knowledge of accounting software and knowledge of financial information systems will be an added advantage.
- Experience of working with international agencies/government
- Experience in working with donor funded projects will be an added advantage.
- Must have knowledge of financial accounting principles and international accounting standards.
- Ability to work with minimum supervision
- Good team player
- Excellent interpersonal, negotiation, communication and report writing skills.
- Ability to work in challenging multi-cultural environment.
- Time management, attention to detail
