Job Summary: The Project Coordinator is responsible for the direct implementation of Plan International Uganda Intervention Output 1.3 Increased access to quality Early Childhood Care and Development services for 200-300 children aged 0-5 years of girls and young women engaged in CSW. The project Coordinator will have the overall responsibility of coordinating with the implementing partnership and will be accountable for the overall project results in line with the project proposal. He/she is responsible for field activities coordination, implementation, reporting and ensuring that all programmatic and financial aspects of the project are up to date in accordance with Plan International systems and procedures. S/he is responsible for all project procurements and coordination of implementing partner’s requests. He/she will be responsible for system modifications to plans as necessary, and may contribute to development of additional donor proposals.

Key Duties and Responsibilities:  

  • Support establishment or strengthening of networks with KCCA, government line departments / ministries and other stakeholders at City and national levels.
  • Facilitate strategic linkages and collaborations with other departments in and outside Plan International Uganda, local authorities, coalitions, and service providers to foster integration and ensure collaborated efforts for empowerment of vulnerable girls and young women and their Children in line with the project goal.
  • S/he will lead in the implementation of Plan International Uganda Intervention: Output 1.3 Increased access to quality Early Childhood Care and Development services for 200-300 children aged 0 -5 years of girls and young women engaged in CSW, in close coordination with the project implementing partner.
  • S/he will ensure high quality collaboration and coordination is maintained for effective and efficient implementation of project interventions by the partners and all stakeholders at Division, City and national level.
  • He/she will work with and support the implementing partners in the development of work plans, budgets and monitoring tools for tracking project interventions.
  • He /she will work with and coordinate with the M&E responsible person at Plan International Uganda and the one at implementing partner organisations to produce timely and quality reports, data and timely documentation of all project activities in line with the donor requirements.
  • Carryout capacity building of the project implementing partners based on identified capacity gaps and strategies in collaboration with Plan International Uganda line departments.
  • Organise and conduct regular project reflection / review meetings that bring on board project implementing partners and different stakeholders to assess the project progress.
  • S/he will lead the preparations and conducting project quarterly joint monitoring missions involving Plan International Uganda, the Implementing partners and KCCA to project sites.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Qualifications, Skills and Experience:

  • The applicant for the Plan International Project Coordinator job opportunity must hold a Bachelor’s or Master’s degree in Social Work and Social Administration, Development Studies, Education, Social Sciences or any relevant field with wide demonstrated relevant experience in implementing Community led and managed ECCD programme and working through local government structures and partners.
  • Five years of professional experience working with development organisations, local government departments implementing Youth and ECCD development interventions.
  • Proven skills, experience, and knowledge of ECCD, local and national level sector working groups, with particular attention to gender responsive learning for young children and capacity building for vulnerable girls and young women.
  • Experience of managing projects, including project design, monitoring and evaluation (i.e. preparation of documents and reports for external dissemination).
  • Experience of and demonstrated ability to effectively network with a diverse range of organisations and relevant government departments at the City and national level with the ability to influence and advocate for sensitive issues such as rights for minority groups.
  • Excellent writing, facilitation, and organisational skills.
  • Demonstrated empathy and positive attitude towards children, youth, caregivers, and other stakeholders;
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Excellent communication skills and command of the English language including ability to facilitate groups meetings.
  • Strong drive for results and ensuring timely delivery of quality products.
  • Demonstrated ability to work in a multi-cultural City environment and establish harmonious and effective working relationship
  • Conceptual understanding of and commitment to development work in the urban setting and development context, especially in urban slum settings targeting minority groups.
