Donors include the United States Agency for International Development (USAID), DFID, Mastercard Foundation, WALMART Foundation, Coca Cola Africa Foundation, US Depart of State (DOS) /PEPFAR, ECHO and Nike Foundation.

Job Summary: The Project Manager (Agriculture and Livestock) will work directly with the BRACED Program Manager and other Project Manager to ensure activities are implemented on time, on scope and on budget.

Key Duties and Responsibilities:

General Management:

  • Provide administrative support in drafting and editing supporting materials (CN, PRs, contracts) to ensure activities are implemented on time and within Mercy Corps’ systems
  • Keenly track CN, PRs, contracts to ensure timely completion and payment
  • Build a strong relationship with Finance and Operations team to create environment that is supportive and effective.
  • Connect activities to advocacy work conducted by Governance team
  • Ensure M&E learning including tracking and monitoring of key activities is achieved
  • Ensure the 18-month workplan is achieved on time and on budget
  • Continue to monitor BRACED’s previous activities, addressing any challenges that have arisen through capital grants
  • Other assigned duties as outlined by Program Manager and Program Director

Financial Management:

  • Draft monthly and quarterly workplans with associated cash projections and procurement plans
  • Record spending and cross check monthly to BVAs

Agriculture:

  • Manage market facilitation activities in the livestock and agriculture value chains, through activities such as trainings, input subsidies, information sharing and linkages
  • Manage large scale agricultural input subsidy
  • Scale up current climate smart agriculture activities, including permagardens, resilience design and sack gardens with households, schools and other stakeholders
  • Ensure agriculture infrastructure build under BRACED is closely monitored, addressing any issues
  • Manage Field Agents and ensure they are providing high quality support to community members in the areas of agriculture and livestock management and care

Livestock: Operate fodder pilot activities with rigorous learning agenda including the tracking of key indicators, impact, lessons learned and implementation process

Market: Finalize activities related to uptake of renewable energy products including energy subsidy and mini-grid pilot activity

Monitoring & Evaluation and Reporting:

  • Support M&E Officers and Learning Officers to help implement BRACED learning agenda
  • Work in liaison with the Project Manager and M&E Officer to ensure monthly reports are accurate and completed online
  • Ensure paperwork including distribution sheets, activity reports and weekly monitoring sheets are completed by all team members and submitted to M&E
  • Responsible for updating PM@MC files with related sector documents

Coordination and Representation:

  • Represent Mercy Corps at government, donor, NGO and other relevant events in the field, in close coordination with the Programme Director.
  • Attend key events, committee meetings, seminars, etc. as they relate to resilience.

Staff Management, Professional Development and Team building: Contribute to country team-building efforts, and ensure the integration of all team and consortium members into relevant decision-making processes.

Program Support Operations:

  • Ensure close communication across cross country field teams and consortium members regarding program activities and plans, challenges and obstacles to timely and quality implementation.
  • Coordinate with program, finance, and administration staff for troubleshooting and problem solving.

Qualifications, Skills and Experience: 

  • The ideal candidate for the Mercy Corps Project Manager (Agriculture and Livestock) job placement should hold a Bachelor’s Degree in Development, Social Sciences, Law and Humanities
  • A minimum of six years of technical and practical work experience in one of the required fields;
  • Previous experience and proven track record in rural development and participatory methods (including participatory integrated development plans)
  • Prior exposure and experience working with pastoral societies, including dealing with gender issues and complex social decision-making structures / conflicts.
  • Knowledge of institutional and/or administrative aspects relevant to the land in Karamoja.
  • Broad knowledge of various Communal land protection, land tenure security, rangeland management and collaborative land management and administration.
  • Experience in organizational analysis and partner/project executing agency assessment.
  • Experience in conflict sensitive programme design and monitoring.
  • Ability to effectively land rights information to diverse audiences through a variety of media
