About Project:
Since 2005, Plan International Uganda has been working with government – Uganda Registration Services Bureau (URSB) and National Identification Registration Authority (NIRA) starting January 2016 – to revitalise birth registration. Plan International Uganda supported by Plan International Australia and Plan International Sweden is implementing a three year (July 2016 – June 2020) Digital Birth Registration project titled Improved Birth Registration through a strengthened Civil Registration of Vital Statistics (CRVS) system. The new Uganda DBR programme aims to support the National Identification Registration Authority (NIRA) and other CRVS stakeholders (Ministry of Health, Uganda Bureau of Statistics and National Planning Authority) with the strengthening of CRVS information systems and at the same time to develop and implement a series of innovative birth registration models to increase birth registration rates, with a focus on vulnerable groups of children that are at high risk of exclusion and marginalisation, such as children with disabilities and children from minority groups or those that are refugees.
Job Summary: The Project Manager will provide overall technical and management oversight and lead the implementation of the Digital Birth Registration (DBR) project. S/he will support capacity building and coordination of national and sub national partners to implement the project. S/he will ensure quality and timely planning, implementation, monitoring and reporting of the project activities to budget while ensuring that all project risks and issues are adequately documented and mitigations defined. The Project Manager will also align the project with Plan International Uganda Country Strategic Plan (CSP) objective three (Child Protection) while building synergy with other strategic technical areas such as Education, Health, WASH and Youth Economic Empowerment. The incumbent will coordinate procurements, fund disbursements and project reporting in a close collaboration with Administration, Grants and Finance Teams. S/he will be supported by the Country Child Protection Team Leader and the Head of Programmes at Country Office (CO), the Birth Registration Innovation Team (BRIT) at Plan International Headquarters and staff from Plan International Australia and Plan International Sweden on project management, budget management, donor reporting and programme quality assurance. The Project Manager will be responsible for project management, which includes effective planning, implementation documentation, monitoring, evaluation and timely progress reporting. The incumbent manages project risks and issues so that they do not unduly affect project implementation. The jobholder also builds strategic partnership management, for implementation of this project to ensure that all components are managed in an integrated manner with regular meetings and learning forums. The incumbent takes lead in the effective project budget management and tracking, including timely accountability of funds in line with accounting policies and procedures.
Key Duties and Responsibilities:
· Manages and uses project resources in accordance with Plan International Uganda policies and guidelines as well as grant conditions.
· Builds and sustains positive working relationship with the respective line ministries, government departments and CRVS stakeholders both at national and district level
· Documents and maintains all project information and activities for accountability purposes.
· Organises regular performance review meetings to assess progress but also to agree on and communicate any changes in strategy with the key project stakeholders.
· Manages compliance of Plan International’s Child Protection Policy and guidelines during the project implementation.
· Develops proposals targeting child protection and birth registration issues.
Dealing with Problems:
· Resolves issues with government partners to ensure commitment and joint goals
· Promotes high performance among project staff and partners to solve problems
· Provides vision and direction to prevent confusion in objectives
· Coaches and mentors project staff and partners to ensure team motivation

Key Performance Indicators:
· Effective DBR team built in-country, including staff based at the Programme Units in Tororo and Adjumani.
· Strong working relationship with NIRA, UNHCR, Shifo Foundation, National Planning Authority at national level and district local governments at the districts and sub-district levels.
· Accurate work plan, ensuring the coordination of all activity owners (Plan International Uganda, NIRA, Shifo, UNHCR and others) to ensure timely delivery of project results.
· Civil Registration of Vital Statistics (CRVS) business processes and future state system architecture proposed and accepted by NIRA and other stakeholders.
· Community based birth registration models (and technologies) developed (through analysis, design, build and all test phases) and deployed.
· Test documentation such as UAT test cases, acceptance criteria and field testing protocols undertaken.
· Creation of Standard Operation Procedures with technical partners including NIRA, Shifo, UNHCR and UNICEF.
· Communication for Behaviourial Impact (COMBI) campaign implemented to increase demand for birth registration at the community level.
· Legislation in place or planned to ensure rights based birth registration in Uganda
· Commitment from NIRA and other CRVS stakeholders to include community based birth registration models within investment plans.
· Regular written and oral status updates to the Country Child Protection Team Leader, Head of Programmes at (Uganda CO Level) and DBR Manager at Plan International Headquarters.
Qualifications, Skills and Experience:
· The applicant for the Plan International Project Manager – Digital Birth Registration career opportunity should preferably hold a Bachelor’s degree from recognised institution.
· Possession of a Post graduate qualifications in a relevant professional discipline e.g. computer science, engineering, project management
· At least five years’ experience as a project manager involving projects that successfully managed significant business change
· Prior exposure and experience of working in partnership with government, UN agencies and private companies and managing multiple stakeholders
· Previous experience of managing projects in the development sector an advantage
· Working knowledge of civil registration processes, systems and legal frameworks an advantage
· Practical knowledge of the IT development life-cycle an advantage
· Practical knowledge of implementing Change Management initiatives an advantage (preferably within the government sector in Uganda)
· Practical knowledge of implementing a behavioural change campaign an advantage
· Excellent project management skills.
· Excellent leadership skills i.e. able to inspire others around a common vision.
· Excellent communication skills – ability to summarise the objectives of a project and make complex processes/technology solutions accessible for non-technical audiences.
· Ability to think critically and encourage innovation.
· Ability to develop strong and lasting relationships with a range of stakeholders at all levels of various organisations incl. government, NGOs, community leaders.
· Ability to elicit cooperation from a wide variety of sources, including senior management and partners
