Job Summary: The Project Manager – Disaster Preparedness and Response is responsible for the overall management and implementation of the Disaster Preparedness and Response project in Arua and Lamwo, ensuring that results are archived as laid out in the agreement between DCA and the donor as well as the cooperation agreements between DCA and the involved local partners.
Key Duties and Responsibilities:
- Leading the project team and as a manager provide the necessary guidance and support to team members;
- Ensuring compliance to DCA, donor and Government of Uganda policies, procedures and guidelines;
- Securing efficient monitoring of quality implementation, including timely preparation and submission of project reports as well as making sure, that the allocated budget is used according to the agreements with donor and partners;
- Ensuring an efficient, timely and well executed response to any kind of disasters within the target area;
- Planning and conducting simulation exercises to test the effectiveness of the contingency plans and actions;
- Creating awareness in local communities on the need for disaster preparedness and the need for a functional Early Warning and Early Action system;
- Establish the infrastructure, capacity and process’ necessary for prepositioning of stock.
- Conducting capacity development and offering support to first responders in all relevant areas such as cash, WASH, NFIs etc.
- Organising and participating in coordination meetings with relevant stakeholder, nationally and locally;
- Coordinating and participating in advocacy events at national and local level in close collaboration with local partners;
- Organising and facilitating workshops to ensure that lessons learnt and good practice from disaster management in the region are compiled and used to improve future planning, programming and implementation;
Qualifications, Skills and Experience:
- The ideal candidate for the DanChurchAid (DCA) Project Manager – Disaster Preparedness and Response job placement must hold a Bachelor’s degree in disaster management or related development studies. A Master’s degree is an added advantage;
- Efficient leadership performance with at least five years management experience in implementing disaster preparedness with an INGO
- Experience in networking and managing partnerships, building capacity of local organisations and government institutions;
- Ability in providing surge capacity, in particular in the early stages of the disaster response operations.
- Proven experience with cash is an added advantage.
- Excellent strategic planning skills as well as analytical and organizational skills. Ability to think critically and creatively;
- Demonstrated ability to manage multiple priorities, deadlines and tasks efficiently. Must be flexible and willing to perform other duties and work irregular hours;
- Excellent interpersonal skills, including patience, willingness to listen and respect for colleagues.
- Must be capable of working both individually and as part of a team.
