About BMM Project:
The Better Migration Management (BMM) programme is a cooperation between the European Commission and the German Federal Ministry for Economic Cooperation and Development (BMZ). It is financed by the European Union Emergency Trust Fund (EUTF) for Africa (Horn of Africa Window). The programme is implemented by the Deutsche Gesellschaft for Internationale Zusammenartieit (GIZ) GmbH in partnership with six other European and International agencies and based on a comprehensive and holistic approach towards migration management. The overall objective is to improve migration management in the region, and in particular to address the trafficking in Humans (ToH) and the Smuggling of Migrants (SoM) within and from the Horn of Africa. Three regional offices ensure the timely and coordinated implementation in the region. They are located in Ethiopia (Addis Ababa), ‘Sudan (Khartoum) and Kenya (Nairobi). The programme is steered and coordinated through its HQ office in Belgium (Brussels)
Job Summary: The Project Officer-Better Migration Management (BMM) Programme will support a newly established national office in Uganda (Kampala) GIZ BMM and should be a national expert with experience in project management, monitoring and evaluation and protection, as well as with strong implementation skills.
Key Duties and Responsibilities:
- Implementing BMM project activities to build capacity in migration management and protection mechanisms for victims of human trafficking and vulnerable migrants in Uganda ‘
- Building and maintaining relationships with Ugandan partners in government and civil society and with BMM implementing partners (IOM. UNODC)
- Facilitating cooperation and coordination of programme stakeholders relevant to activities in Uganda
- Maintaining a good flow of communication and information between all involved institutions and counterparts and BMM HQ
Management and Coordination
- Plans, coordinate, implements and monitors project activities and other task required for implementing programme components, with guidance of the BMM HQ
- Responsible for documenting training events, workshops, forums, meetings and other project activities with the partner institution
- Responsible for preparing budgets and monitoring expenses for project activities in accordance with the prevailing provisions Assists the project with administrational and management issues
- Regularly consults with BMM HQ
- Helps identify the needs of partner government institutions and NGOs
- Participates in formulating project action plans and helps synchronise the planning and budgeting system
- Contributes knowledge, ideas, feedback and lessons learned to the programme team for continuous teaming, improvement and innovation.
Communication and networking
- Develops and maintains contact with all important stakeholders
- Provides technical assistance to local and international experts
- Ensures knowledge management by collecting, processing and distributing relevant information, monitors communication and interaction between government institutions, NGOs and civil society through analyses oi the media, direct dialogue, participation in meetings and seminars etc.

Qualifications, Skills and Experience:
- The applicant for the GIZ Project Officer job placement must hold a Bachelor’s or Master’s Degree in a relevant discipline such as social or political sciences, law, international relations or similar discipline
- At least five years of relevant professional experience
- GIZ experience is an added advantage.
- Demonstrated experience organizing and managing activities, events and projects
- Demonstrated strong communication and report writing skills
- Experience coordinating multiple stakeholders
- Knowledge of migration, border management and/or protection issues in the Horn of Africa is a distinct advantage
- Good working knowledge of ITC technologies (related software. phone, email, the Internet) and computer applications (erg. MS Office)
- Willingness to travel (abroad) regularly and for extended periods
- Fluency in English is a must; knowledge of German is an added advantage
- Willingness to up skill as required by the tasks to be performed corresponding measures are agreed with management
