About Positive Action for Children Fund Project:
Through support from the Positive Action for Children Fund, Pathfinder International Uganda will provide technical assistance (TA) to 6 grantees (Community Based Organizations [CBOs]/Non-Governmental Organizations [NGOs]) based in Central and Eastern Uganda. The Project’s goal is to increase capacity for these CBO’s/NGOs to strengthen health and community systems in relation to HIV/AIDS services and activities, with a particular focus on Prevention of Mother to Child Transmission (PMTCT) interventions.
Job Summary: The Project Officer, Positive Action for Children Fund will develop, implement and monitor a comprehensive HIV/AIDS social and behavior change implementation strategy for prevention and impact mitigation, including designing CBO specific training and periodic follow up to review implementation; Support CBOs to develop and design information, education and communication (IEC) materials; Condom programming; and peer education training for all CBOs’ community personnel and lead the development and implementation of action plans and programming for all HIV and AIDS related activities, including proposal development, budgeting, and monitoring and evaluation (M&E) of programs.
Key Duties and Responsibilities:
Coordinate implementation, reporting and evaluation of the TA Plan for the 6 CBOs/NGOs which include:
- Organizational Capacity Assessments – identifying organizational development needs and timely linking with Pathfinder TA team for training, tools or exchange visits etc;
- Develop TA plan based on the assessment findings;
- Support CBOs in Community/Health systems strengthening through orientation of CBO staff on integrated delivery of PMTCT and other HIV services in the community and enhanced community-facility linkages, orientation on national standards and guidelines, effective referrals, as well as developing and distributing service directories, and providing HIV/RH commodity supply chain management tools and training.
- Oversee and support development/refinement of: Work plans with clearly defined indicators; Key training activities; Organizational strengthening; Potential outcomes and provision of systematic follow-up support – beyond training and orientation.
- Provide guidance in the development of social and behavior change communication (SBCC) strategies for CBOs; and training in behavior change using Pathfinders’ specific developed tools/materials;
- Support and oversee community engagement strengthening through development of community strategies that include but are not limited to: Community dialogue plans, promoting Antiretroviral Therapy (ART)/PMTCT services, increasing male involvement, eradicating negative cultural attitudes toward Reproductive Health (RH)/Family Planning (FP), and developing strategic input in HIV/AIDS programming.
- Follow-up support, mentoring and coaching of Civil Society Organizations (CSOs) on a quarterly basis to identify successes and constraints and lessons learned and document them and share among CSOs.
- Working with the finance manager, support in strengthening of Financial Management system including financial reporting, compliance, internal controls systems, and procurement “do’s and don’ts.”
- Support CBOs to develop basic organizational management structures such as HR systems, governance and management systems and other areas identified at assessment.
- Liaise with the M&E manager to develop M&E plans for CBOs, capacity building through mentoring, tools development, and project cycle management.
- Conduct and carry out final capacity assessment to measure impact of TA , document lessons learned and best practices, and “stories” that illustrate the challenges and successes of the Project.
- Foster and organize inter-organizational learning and support and any other innovations to build the capacity of the CBOs.
- Implement any other task assigned by the Country Director.
Qualifications, Skills and Experience:
- The ideal candidate must hold an advanced university degree (Master’s degree or equivalent) in Social and Behavioral Sciences, Public Health, or related fields.
- A first level university degree with a relevant HIV/AIDS training in combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
- Any additional HIV/AIDS related specific training of peer educators and counsellors, including but not limited to monitoring and evaluation and training-of-trainers’ certification is an asset.
- At least three years’ experience in HIV/AIDS program, response and project implementation related experience, including supporting CBOs or groups of people living with HIV
- Proved training capacity in HIV and related fields.
- Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to programming of holistic HIV interventions; especially SBCC for rural communities in Uganda.
- Has demonstrated ability to identify issues, analyze and participate in developing innovative HIV interventions.
- Has demonstrated ability to provide effective HIV specialized support and advice in a broad range of holistic issues, mainstreaming, multi-sociocultural perspectives, HIV program strategies and community-health facility systems strengthening.
- Has ability to ensure adequate and timey preparation of reports;
- Has demonstrated ability to provide HIV management guidance in project implementation.
- Has very good communication training skills to pass on relevant information to CBOs and any of their relevant stakeholders;
- Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
