Job Summary: Umeme is planning to move towards a digitized environment in its business operations particularly regarding document management Umeme currently has a large volume of documents that need to be organized in preparation for the digital environment. Umeme documents are located in several service centers across the country, with each location managing their documents in isolation. Umeme is therefore seeking submissions from reputable experts to provide consultancy services to guide the organization in creating an implementation strategy for document management. The strategy should include an implementation plan for setting up an effective document management system including policies, procedures and facilities.
Key Components and scope of the desired services:
Umeme will expect the specialist to use their subject matter expertise to guide the business in the following areas:
- Establishing an organization wide records management programme that comprises policies, procedures and systems. In consultation the Senior Management Team, continuously evaluate the programme to ensure it remains aligned to the organisation’s overall strategy. He/She will guide the business in developing a policy document to govern how the organization views and handles information. They will assist in identifying the relevant legal framework necessary for governing documents within the environment Umeme operates in.
- Design and implementation of business classification schemes and records retention and disposal schedules.
- Identification of gaps and challenges that Umeme is facing with records management and develop recommendations for closing them.
- Development of recommendations for people. processes and systems required for best practice records management framework
- Working closely with the legal department to identify any risks associated with the current records management processes and procedures and develop risk mitigation measures
- Providing the business with guidance on the appropriate structure and level of staffing adequate for proper records management within the context of Umeme. They will be required to assess Umeme business needs and advise on the best way of handling documents in terms of people, their roles and responsibilities and the relevant qualifications.
- Advising Umeme in determining the required facilities such as storage. files. boxes and any other physical resources that may be needed to set up a records management office.
- Provide monitoring and evaluation services for records management projects intended to achieve the objective of establishing an electronic records management system
NB: The duration of this assignment will be no more than 3 months
