PEAS is a UK-based charity with a mission ‘to unlock the potential of Africa by expanding access to affordable quality secondary education’. We run the fastest growing network of sustainably financed secondary schools in Africa. We currently have a network of 22 schools across Uganda and Zambia, educating around 8,000 students. PEAS has recently secured a grant from DFID as part of the Girls Education Challenge Fund, the purpose of which is to drive learning and results for marginalised girls. PEAS is supported by major corporate, government and private funders and our innovative financial model is pioneering in the field of public private partnerships in development education.

Job Summary:  The Regional Programmes Manager serves as an integral member of the Senior Management Team (SMT) and is accountable for improving the overall performance of the 7 schools in the Eastern Region. The role is responsible for contributing to development and implementation of PEAS strategy in the region, and oversee operations, talent management, financial accountability, representation of PEAS in the region in consultation with relevant colleagues at the country office. Above all, this role means solving problems and guiding school leaders to deliver improvements in order for each school to make rapid and sustained progress in improving access, quality, sustainability and policy compliance.

Key Duties and Responsibilities: 

School oversight supervision: Use excellent judgment to guide school leaders in the trade-offs between Access, Quality, and Sustainability, while ensuring they always comply with PEAS’ policies, such as Child Protection, Anti- Corruption, etc

Staff management and development

  • Line Manage regional finance officer and education quality team to deliver first class school support.
  • Line Manage the Senior Leader at each school, living PEAS’ Big Belief that leaders should be empowered as the agents of change in their schools.
  • Work to identify and facilitate capacity enhancement and performance management for school staff, in particular delivering PEAS’ School Leader Development Programme

Finance Management

  • Be the champion of value for money in the region, holding all to account for responsibly spending school and donor resources to ensure the greatest impact for our students for the lowest cost
  • Provide support to School leaders in ensuring effective budget management, collections, financial monitoring and reporting

Communication and networking

  • Identify and develop relationships with institutions /partners in the region that can contribute to the development of strategies for quality programme delivery.
  • Lead in community relations, while working with school leaders to build and maintain vibrant relations with all school stakeholders.

Qualifications, Skills and Experience: 

  • The jobholder must hold a Bachelor’s Degree in Social Sciences, Social Works and Administrations, Development Studies, Business Management or Education with bias to management. A Master’s degree in relevant field is an added advantage.
  • At least three years of mid-level senior management and leadership experience in programme and operational capacity
  • The applicant should have a good understanding of the Education Sector in Uganda, especially secondary
  • Experience working in a school environment, preferably as a school leader or network leader
  • Evidence of understanding the challenges faced by schools working in a rural Ugandan context
  • Able to work well under pressure, identify priorities and deliver work with high levels of accuracy to tight deadlines across a range of internal and external stakeholders.
  • Experience in implementing organization policies across finance, operations, and HR, together with overseeing operational adherence.
  • Performance management skills to ensure key deliverables are achieved on an individual, departmental and organization wide basis.
  • Experience in budgeting, cash flow management and monthly management accounts reporting and overall management of financial systems and processes.
  • Able to make high quality business decisions on a timely basis that ensure the effective and efficient functioning of the organization and ‘value for money’.
  • Demonstrates PEAS values of: focus on lasting change, be collaborative not competitive, be honest, champion empowerment, be entrepreneurial, adopt a growth mind-set, and look at the evidence.
  • Excellent oral and written communication skills in English language
