Job Summary: The Regional RALO will lead the implementation of the RAL framework in the regions. This will involve the coordination of monitoring and data collection in the regions, including:
- Training field staff on tool use
- Managing monitoring and data collection, including qualitative data. This includes submitting cleaned monthly data sets based on the target sample sizes on CLL and radio surveys to the RALO and RAL Key Adviser to enable the production of dashboards on time.
- Reviewing, cleaning and analysing monthly data from field staff and stakeholders
- Following-up with field staff and stakeholders to problem-solve any issues with data collection, data quality and submission
- Responding to data requests from the centre
- Contributing to the design and testing of tools
- Overseeing external data collection for impact assessments in the field
Key Duties and Responsibilities:
- Ensuring stakeholders have access to accurate real-time data to improve children’s learning and ensuring that data and lessons are generated to demonstrate the ongoing effectiveness and impact of SESIL’s interventions.
- The overall aim of the Regional RALO role is to support the effective implementation of the Results and Learning Framework in the 15 SESIL local governments in the West Nile and the East of Uganda. This is a full-time position based in Kampala with some travel to the field to oversee the implementation of monitoring and data collection activities.
- Outlined in the RAL framework, the core activities of the RAL team are to:
- Routinely monitor to track progress and inform decisions on adjustments to delivery of CLL
- Oversee learning measurement at baseline and endline (impact assessment) for the CLL pilot
- Collect stories of change to support evidence of programme implementation
- Monitor and track listenership to the re-designed radio lessons through conducting surveys with a sample of parents
- Monitor and report on community engagement activities and their impact on children’s learning and safety
- Lead learning and reflection activities to review achievements, challenges and suggestions for improvement
- Maintain and keep all monitoring, evaluation and reporting documents up to date in the remaining window available for implementation, including the RAL framework and logframe.
- Contribute to donor reporting and results sharing around SESIL’s outcomes, outputs and indicators
Qualifications, Skills and Experience:
- The applicant must hold a degree in M&E or other relevant fields.
- Experience and proven technical knowledge and expertise in implementing M&E strategies, frameworks systems and tools.
- Experience in collecting and analysing quantitative and qualitative data
- Proficiency in Microsoft Excel and Word essential, and other statistical packages highly preferred.
- Experience working with local and international technical advisers.
- Ability to establish priorities, plan and execute personal and project work plans.
- Clear and effective written and oral communication skills in English, including strong report-writing and data presentation skills
- Excellent organizational skills, including reporting and record-keeping, with an eye for detail.
- Understanding of the education sector in Uganda at the local government (district) level and community level.
- Teamwork and excellent interpersonal skills.
- Self-motivated and able to work with minimal supervision.
- Excellent at thinking strategically and creatively. Able to solve problems, meet/exceed goals and generally “get the job done.”
- Willingness to work outside of regular office hours to meet project objectives and targets, and comfortable with regional and national travel.
- Commitment to, understanding of, and passion for supporting education programming and improving the delivery of quality education services to children in Uganda.
