About USAID CHC Project:
Communication for Healthy Communities (CHC) is a five- year program implemented through a cooperative agreement between the United States Agency for International Development USAID/Uganda) and FHI 360. The project is designed to support the Government of Uganda and partners to design and implement quality health communication interventions to contribute to reduction in HIV Infections, total fertility, maternal & child mortality, malnutrition, malaria & tuberculosis. CHC works with Ministry of Health and partners to rollout a nationwide OBULAMU integrated health communication platform through: Mass media; outdoor media; social and digital media; and, inter personal communication (IPC).
Job Summary: The Regional Technical Officer (RTO)/Communication Specialist will be based in the CHC Mbale office and will directly assist the Deputy Chielof Party and Senior Technical Advisor – Health Communication to programmatically oversee activities within the region, as well as provide health communication technical support in the areas of, HIV/AIDS, TB, Malaria, Family Planning, Maternal and Child Health and Nutrition in all the Eastern Region districts.
Key Duties and Responsibilities:
- Work with the CHC Country Office (CO) team to develop/update health communication strategies, materials and tools in the above health areas to suit regional context.
- Work with the CO technical team to oversee the day-to-day rollout of health communication activities in the region including; community mobilization and interpersonal communication, radio, video and print media placements in the region
- Identify health communication needs of regional based implementing partners and districts and provide on-going technical assistance in the planning, implementation and evaluation of health communication interventions
- Maintain an up to date register of the Implementing Partners in the region and their various health communication activities
- Support ongoing research, monitoring and evaluation of project activities.
- Submit activity and quarterly reports on all project activities to the DCOP & Technical Director.
- Participate in district based planning and coordination meetings, including DHMT, DOP, DNCCi among others and ensure that Health Communication features in the agenda
- Supervise two staff members i e, the Regional Communication Officer (RCO) and the Regional Finance and Administrative Assistant (RFAA) and ensure good teamwork in the regional office.
Qualifications, Skills and Experience:
- The applicants for the USAID FHI 360 Regional Technical Manager (RTM)/ Communication Specialist job must hold Bachelor’s degrees in communication, social sciences, public health or related field
- At least five to seven years of experience in designing. and implementing health communication programs.
- Experience working with districts, implementing partners and local leaders.
- Prior experience with health communication (HC) is desirable
- Experience managing/supervising various implementing partners.
- Relevant computer software skills (including, at a minimum, the standard applications in MS Office)
- Strong written and verbal communication skills in English (and at least one regional language)
