Finnish Refugee Council (FRC) is an INGO promoting adult education and community development among refugees since 1997 as an operational partner to UNHCR and OPM.
Job Summary: The Rural Livelihood Officer will develop and implement Business Skill training activities including guidance to mostly agriculture related small IGA groups, carry out Rapid Appraisal of Income Generating activities, beneficiary training on small agribusiness income generating skills. The incumbent will ensure regular visits to monitor activities and conduct timely reporting.
Key Duties and Responsibilities:
Technical advice and skill development (40%)
- Identify technical capacity and challenges for beneficiaries, skills and knowledge they have in income generation, livelihood activities, agribusiness etc. including saving and loans.
- Facilitate establishment of Business Skill Learning groups.
- Identify and train volunteer Business Facilitators at community level to teach and mentor business learners.
- Provide advisory and mentoring support to existing farmer groups doing small scale agriculture related income generation.
- Train beneficiaries on group governance and leadership, rapid appraisal of income generating activities, IGA development and other capacity building trainings in order to enhance groups’ knowledge and skills to manage themselves independently.
Monitoring, Evaluation, Learning and Reporting (30%)
- Conduct regular follow up visits to Business learning groups, and learners’ IGAs, to see if they are applying the practises, and provide technical advice and mentorinig.
- Track progress of the Business learning groups, IGA groups (mostly agriculture related) and keep records.
- Facilitate data collection, and manage the information flow to the Team Leader and Program Manager.
- Support the preparation of IGA groups own monitoring plans.
- Consolidate and compile monthly, quarterly and annual reports, inclusive of success stories and lessons learnt.
Facilitate planning, organising and management of Business Training and IGA related activities (20%)
- Conduct awareness on Small Business Skill Training course and IGA activities among communities and local leaders at refugee settlements and nearby Ugandans.
- Develop work plans to ensure effective implementation of Business Skill Training.
- Facilitate the identification and formation of local IGA groups among beneficiaries.
- Keep up-to-date with development issues and trends with regard to income generation, small business, community development in Uganda and refugee work.
Other (10 %)
- Facilitate and link IGA members to trainings on life skills such as basic literacy and numeracy, VSLA, household financial affairs, risk management and planning.
- Facilitate and link IGA members and Business Skill learners to economic development activities, income generating activities etc. provided by other actors.
- Make sure there is balanced gender representation amongst beneficiaries, and women, youth and disabled are included.
- Participate and represent FRC in settlement level Livelihood Working groups.
- Liaise with the Livelihood and Business Training Team Leader for all decisions related to Business Skill learning groups, IGA activities, VSLAs and livelihoods, and carry out other duties as may be assigned.
Qualifications, Skills and Experience:
- The ideal candidate for the Finnish Refugee Council (FRC) Rural Livelihood Officer job must hold a Bachelor’s degree in Entrepreneurship, Business management, Agribusiness, Rural Development or similar with strong experience on agriculture related income generation.
- Experience in VSLA methodology, livelihoods, microfinance and IGA methodology.
- Experienced facilitator and trainer, with training material development skills.
- Three years of professional work experience in agriculture related IGA and business promotion.
- Working experience in resilience initiatives is highly preferred.
- Willingness to travel and live in several rural project locations.
- Ability to work with minimal supervision and achieve results.
- Experience working with non-governmental organisations and local communities, authorities and NGOs.
- Ability to use standard computing packages.
- Knowledge of languages spoken by major refugee groups; Kiswahili, Madi, Nuer, Dinka.
