Job Summary:  The Social and Behaviour Change (SBC) Capacity Strengthening Lead will oversee systems, institutional, and  human capacity strengthening for the Social and Behavior Change for Transformation (SBC4T) project, an anticipated five-year USAID funded integrated health program in Uganda at Johns Hopkins Center for Communication Programs (CCP).

Key Duties and Responsibilities:  The position will be responsible for:

  • In partnership with GOU, civil society and USG implementing partners, assessing institutional systems and capacities, and developing plans for strengthening ability to sustainably design and implement effective SBC for health at national, district, institutional and community levels.
  • Providing support to the GOU to design and implement improved systems for SBC coordination, planning, quality assurance and monitoring.
  • Leading the design, delivery, and monitoring of technical assistance to strengthen partners’ ability to design, implement, monitor and evaluate evidence-based SBC
  • Establishing and overseeing project-wide systems for mainstreaming common values, health knowledge, and SBC principals, processes, skills, and tools across all staff and partners.
  • Establishing knowledge management systems to improve coordination and alignment across the GOU and local institutions.
  • Developing and overseeing the use of capacity strengthening tools within the project and on behalf of collaborating organizations and government institutions.
  • Documenting and sharing SBC capacity strengthening approaches, tools, and learnings.

Qualifications, Skills and Experience: 

  • The ideal candidate must hold a Master’s degree or its international equivalent in, public health, organizational development, education, behavioral or social science, or a related field
  • At least 10 years of experience with progressively increasing responsibility managing complex, capacity and institution strengthening initiatives in Uganda or other similar environments
  • At least 10 years of experience implementing education, health, behavioral, or social sciences programs of a similar scope
  • Ability to think outside the box, and come up with creative solutions and approaches.
  • Inquisitive mind—someone eager to understand and learn from the project’s capacity strengthening efforts; someone who keeps current with and applies new theories and approaches to institutional and human capacity strengthening.
  • Strong understanding of and previous experience working with, advising, and supporting capacity strengthening among government and civil society institutions in Uganda or other similar settings.
  • Strong understanding and experience in knowledge management and SBC, including behavioral economics and human centered design.
