Job Summary: The Senior District Technical Advisor will be responsible for coordination of the district work, technical assistance and advocacy with the local government to ensure prioritization of community health at district level, local communities, partners and other stakeholders. S/he will lead in delivering sustainable and effective technical assistance at district level. This means helping to translate the LG TA approach to fit the context of the specific TA opportunity in the district and the design of new programs such as district budget lines for CH). It also includes providing direct technical assistance to district local government and helping Living Goods and districts solve problems during implementation. Beyond providing the TA, the Senior District Technical Adviser will be in charge of assessing the impact of our technical assistance based upon a set of criteria and process developed at a higher level (by CHST/ID insight).
The Senior District TA will lead a team comprised of a District Government Relations Manager and District Government Relations Coordinators. S/he will be responsible for managing the district budget, reviewing and approving expenses for the district work and managing the team performance.
Key Duties and Responsibilities:
- Lead on advocacy efforts to increase commitment for effective community health.
- Lead on the development of a cost sharing model for LG and the District VHT Program where both parties will contribute money and in kind resources to develop a sustainable VHT program
- Ensure technical assistance is robust. You will lead in delivering sustainable and effective technical assistance at district level. This means helping us revise and fine tune our TA approach It also includes providing direct technical assistance to district local government and helping Living Goods and districts solve problems during implementation.
- Ensure the effective assessment of the impact of our district approach to inform our technical assistance strategy
- Partnerships Build strong partnerships. We need you to develop strong relationships with public officials, policy makers and other implementing partners to determine the best ways that Living Goods sustains our relationships with District Local Governments.
- Operationalising of District Work successful planning, resourcing and operationalization of the district TA opportunities.
- You will lead in supporting districts to design district and lower level implementation in support of the operationalisation of the upcoming CHEWs policy and the existing VHT program.
- Lead on the operationalisation of the LG TA approach at the District Level.
- Management of Teams. Accomplish district staff results by communicating job expectations; planning, monitoring, and appraising; coaching, and enforcing systems, policies, procedures, and productivity standards.
- Collaborate with other departments at LG and within the district to ensure that the work is harmonised
- Raise our visibility. Strengthen awareness of LG work at district and lower levels through strategic advocacy and BCC efforts.
Qualifications, Skills and Experience:
- The ideal candidate for the Living Goods Senior District Technical Adviser job placement should hold a Bachelor’s degree with 10 to 12 years’ total experience with 1 to 3 years managerial-level experience
- Experience in managing diverse teams
- Ability to influence. You have partnered with NGOs and advised Ministries of Health and/ or District Local Governments in your work. You have both the confidence and humility to influence high-level stakeholders including political leaders at the district.
- Articulate. You have excellent communications skills both orally and written for policy briefs, PowerPoint presentations etc.
- Connected. You have assisted governments through technical assistance and built lasting relationships with government ministries, NGOs and/or international donors.
- Emerging market experience. You’ve worked in developing countries, preferably Uganda and/ or sub-Saharan Africa.
- Culturally adaptable. You are eager to work with people of different cultures and different sectors: the private sector, social entrepreneurial sector, non-profit sector and public health community.
