About US:

The Uganda National Roads Authority (UNRA) was established by the National Authority Act, No. 15 of 2006. UNRA became operational on 1st July 2008. The mandate of UNRA is to develop and maintain the national roads network, advise Government on general roads policy and contribute to addressing of transport concerns.

 

Job Summary: The Senior Environmentalist will be responsible for identification and evaluation of environmental risks and impacts of the Kampala-Jinja Expressway Road project. The Senior Environmentalist will also be responsible for supporting the Environmental and Social Impact Assessments (ESIA) processes in liaison with the relevant stakeholders such as National Environment Management Authority (NEMA), National Forestry Authority (NFA) and Uganda Wildlife Authority (UWA) etc and proposing measures to avoid and/or mitigate potential negative impacts of associated with the project. In addition, the Senior Environmentalist will be responsible for promoting improved environmental performance including review and update of environmental management plans for the project.

 

Key Duties and Responsibilities:

  • Review and formulate environmental management Plans for the project
  • Plan and support ESIA activities for the project in line with UNRA standards, national laws and financing requirements;
  • Plan and carry out Environmental Compliance Audits and Monitoring on-going construction works in line with UNRA standards and other donor requirements;
  • Identify and develop programs of work with key stakeholders (NEMA, NFA, Local Governments, Political Leaders, and affected communities) to support timely acquisition of Right of Way for the project;
  • Review EISA Reports for feasibility and design studies; make recommendations on contractor EIA proposals in line with UNRA Annual Statutory performance agreement;
  • Plan and implement a system of managing risks in the environmental management programs for the project and develop risk mitigation measures;
  • Plan and implement an effective system of responding to and managing grievances from affected persons in line with UNRA Annual Statutory performance agreement.

 

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Degree in Environmental Science, Natural Resources Management, Forestry, Conservation Biology or environmental Engineering,
  • Post Graduate qualifications in Environment Management, Natural Resources Management or Environmental Engineering;
  • Computer literacy is a must.
  • At least five years’ experience in Environmental and Social Impact Assessments (ESIAs) and preparation of Environmental and Social Impact Statements;
  • Demonstrated experience working on an infrastructure project financed by our development partners such as the International Finance Corporation, African Development Bank, French Development Agency, African Development Bank and World Bank among others;
  • Demonstrated working experience in working with diverse professionals.

 

Character and Behavioral competences:

  • High level of integrity;
  • Proven track record of outstanding performance;
  • Excellent interpersonal, particularly staff/management relations;
  • Excellent oral and written communication skills;
  • Ability to work with multiskilled teams and deliver accurate results in a timely manner and in an environment with multiple and challenging tasks.
