About US:
Uganda Human Rights Commission (UHRC) is a National Human Rights Institution established under Article 51 of the Constitution of the Republic of Uganda to promote and protect Human Rights. The Commission is responsible for investigations and resolutions of Human Rights complaints as well as monitoring places of detention and the county’s compliance with Human Rights treaties and conventions as well as conducting Civic education and carrying out Research in Human Rights.
Job Summary: The Senior Procurement Officer will plan, coordinate and manage the procurement and disposal of assets function of the Commission to ensure value for money.
Key Duties and Responsibilities:
- Heading the procurement and Disposal Unit of the Commission
- Developing appropriate procurement systems, procedures and guidelines for the Commission
- Liaising with end users to comply with all procurement procedures and requirements of the Commission
- Guiding the suppliers on procurement procedures
- Verifying documentation relating to procurement and organizing the documentation for easy use and retrieval by all interested parties.
- Preparing reports for submission to PPDA
- Supervising staff in the Procurement and Disposal Unit.
Qualifications, Skills and Experience:
- Honors Bachelor’s Degree in any of the following Disciplines: Procurement/Purchasing and Supplies, Business Administration or Commerce (Procurement and supplies option) and;
- Level 6 (Graduate diploma in CIPS professional qualifications from the Chartered Institute of Purchasing and Supply. (CIPS).
- Must be a member of the Chartered Institute of Purchasing and Supply
- Good Interpersonal & Communicational Skills
- Proficiency in Information and Communication technology f). Report writing skills
- Three or more years of experience in a supervisory position in procurement work from a reputable organization;
