About US:

The Uganda Retirement Benefits Regulatory Authority manages retirement plans for Uganda’s public workforce by serving as the fiduciary stewards of the contributions and disbursements of the pension trust funds. In partnership with the state’s public employers, we help ensure that they can offer their employees a comprehensive retirement plan that is responsive to their needs and is equitable to all stakeholders. URBRA’s primary mandates include;

  • Regulate the establishment, management and operation of retirement benefits schemes in Uganda in both private and public sector
  • Supervise institutions which provide retirement benefits products and services
  • Protect the interest of member and beneficiaries of retirement benefits schemes
  • Promote the development of the retirement benefits sector
  • Provide for licensing for custodians, trustees, administration and fund managers of retirement benefits schemes, the appointment of inspectors and interim administrators.

 

Job Summary:  The Senior Research and Quality Assurance Officer will lead the quality assurance function and conduct research to inform policy decisions for sector development.

 

Key Duties and Responsibilities:

  • Manage the preparation, review, approval and implementation of standard operating procedures, ISO standards and other specification.
  • Monitor implementation of the quality standards set by the Authority
  • Oversee quality control of all publication processes for all reports, papers, etc produced, and review all publications before they are shared with internal and external stakeholders
  • Develop and implement procedures to inspect and report quality of all products and services delivered to the Authority
  • Develop and implement plans and monitoring tools to ensure improvement in quality of service
  • Review all publications before they are shared with internal and external stakeholders
  • Manage the conduct of quarterly internal reviews of all direct service areas and preparing quantitative and qualitative outcomes-based reports
  • Develop and provide training on a variety of quality areas
  • Review and validate secondary data and information from all directorates
  • Review report on investigation of customer and employee satisfaction and report on issues to Management
  • Track Key Performance Indicators of operations including quality, service and cost
  • Analyse stakeholder feedback obtained from Authority engagements such as trainings, workshops, etc

Qualifications, Skills and Experience:

  • The applicant must hold an Honors Bachelor’s degree in either Economics, Statistics, Business Administration, Finance, Economics, Mathematics or Law from a recognized institution.
  • Master’s Degree or equivalent qualification in any of the above fields from a recognized institution is an added advantage.
  • Five years of practical experience in conducting research, 2 of which must be quality assurance at officer level in a reputable organization.
  • Experience in Quality Management Systems is an added advantage
