Job Summary: The major role of a Loans Officer is to lend out loans to the public and recover them with interest and or penalty by establishing, maintaining, monitoring and evaluating operations of groups and individuals as assigned. He or she is a person in close contact with the clients and collects data on loan performance and communicates to branch management any problem related to the operations.
Key Duties and Responsibilities: Client Supervision:
- To mobilise promote, train and supervise clients weekly.
- Monitor and supervise Village Banks and other loan products assigned to you, follow up on savings and repayment, maintaining a portfolio at risk rate of less than 5%.
- Make Weekly visits to the Village Banks and other loan products under your supervision and make recommendations for improvement.
- Supervise; orient Credit Officers/Trainees assigned to you.
Financial Advice to Clients:
- Assist Village banks to prepare accurate records in the ledger books, guide clients to make reasonable loan requests for loan capital of all groups directly under supervision and make appropriate recommendations to the supervisor.
- Follow up on loan disbursement to ensure there is no un necessary delays to serving clients.
- Promote the use of Hofokash to all clients under the Loan Officer’s area of jurisdiction.
- Assist in the implementation of loan recovery programs and make weekly reports to the Supervisor.
- Assist Village banks and other clients assigned to you in opening savings accounts in collaboration with commercial banks as and when requested.
- Conduct monthly audits of all village banks and other loan products under your supervision to ensure safety of member’s savings.
Clients Evaluations and Assessment:
- Evaluate groups and other clients for training and guide them to fill loan request forms for approval.
- Participate actively and carefully in the appraisal process of clients to assess the ability and willingness to repay loans.
- Assist in the impact evaluation of clients and their performance as a result of using Hofokam Loans.
- Actively participate in periodic performance reviews of Hofokam
- Carefully study the client’s character, credit history and present income, to establish his or her ability to repay the loan
- Verify with the LCs, Governments Offices and elders in the community to establish ownership of the mortgaged securities including land titles.
Planning and budgeting:
- To actively participate in the Hofokam budgeting process
- Participate in weekly, monthly and annual planning branch meetings
- Create and implement work plans to facilitate the realization of the Hofokam business growth.
- Through Supervisors, network with other Organizations and individuals in the area of jurisdiction to provide educational, technical and any other non-financial services to the clients to enhance social corporate responsibility.
Training:
- Training of new Loan Officers/ Trainees when called upon.
- Train all clients in their respective roles to successfully administer their loans according to Hofokam lending methodology.
- Identify training needs of the clients under supervision and assist in the implementation of necessary on-going training for the improved performance.
Communication:
- Maintain constant communication with assigned clients
- Show appropriate customer care and good public relations to clients.
- Provide reports as may be required including weekly, monthly, loan tracking, and end of cycle reports.
Key Result Areas:
- Village banks and solidarity group lending mobilised and established, appraised and strengthened;
- Coordination, reporting and liaison functions done
- Active participation in the branch planning and budgeting done
- Loan Disbursements carried out and recovered with interest and or penalty
- Clients trained, evaluated, monitored and supervised
- Excellent customer care and good public relations exhibited
- Portfolio at risk of one day less than 5% maintained
- Portfolio at risk of thirty days less than 3% maintained
- Arrears rate 1 day less than 3% maintained
- Customers enrolled on Hofokash Mobile Banking platform.
Qualifications, Skills and Experience:
- A minimum of a Degree in Commerce or (BBA) Bachelor of Business Administration, B(com), B(Stat), BA (Dev. Stud), B(Educ), BA(SS) or the equivalent from a recognised High Institution of learning.
- The candidate should be able to ride a motor cycle and in possession of the valid riding permit, the applicants should be aged between 25 to 30 Years.
Minimum Competencies Required: To be able to dispose the above responsibilities, a Loans Officer should have at least the following capabilities:
- Keen understanding of the organization’s loan products and its services, procedures and criteria for client selection
- Survey methodologies and techniques – mapping the areas for expansions or outreach.
- Training and development skills;
- Basic entrepreneurial skills and problem-solving skills;
- Monitoring and evaluation skills;
- Incorruptible, of high integrity and strong commitment to helping the poor; and
- Honest and hardworking and ability to ride a motor cycle
- Ability to work under pressure
Salary: The salary to be paid is negotiable but attractive and commensurate with the job role, qualification, skills and experience
