Job Description
BACKGROUND
Founded in 1933, the International Rescue Committee ( www.rescue.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.
The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala and Kiryandongo settlement. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development – bringing people from harm to home. The IRC currently works in 10 districts in Uganda, including Kitgum, Lamwo, Moroto, Amudat, Arua, Yumbe, Kyegegwa, Insingiro, Oruchinga and Kampala.
Scope of work: The Senior Protection Programme Manager will be responsible for providing strategic direction and vision to the IRC’s Protection and Rule of Law programming in West Nile. She/he will be responsible for the overall quality implementation of all aspects of Protection and Rule of Law programming in the areas of: access to legal assistance, community based protection strategy, child protection programming and general protection activities. They will manage and supervise the Legal Manager, Protection Manager and Child Protection Manager ensuring synergies in the various interventions and identifying opportunities for closer collaboration, joint working and integrated programming with the health, Economic recovery department and the women protection and empowerment teams. They will ensure effective communications and coordination with OPM, UNHCR and maintain relationships with partners selected to support PRoL programming in West Nile. The Senior Protection Programme Manager will be a key member of the PRoL management team and the field office coordination team.
Major Responsibilities: Major responsibilities of Senior Protection Programme Manager are listed below: Program design, implementation and management
- Assume primary responsibility for programme management and implementation, and ensure compliance with the donor agreement and project proposal, proactively notifying the PRoL Coordinator if issues arise.
- Lead project planning, and oversee program implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs.
- Participate in the program development and design process through assessments, proposal writing and budget development.
- Develop and deliver the provision and quality of trainings on general protection approaches, result based protection strategies and protection mainstreaming.
- Develop work, procurement and spending plans for running grants and assume overall ownership and control of programme budgets
- Have oversight and provide support to the Legal Manager and Child Protection Manager in the management of partners supporting implementation.
- Monitor and implement quality assurance measures in activity development and delivery.
Communication and reporting
- Compile and prepare quality periodic project progress reports, as well as final reports, and feed in other information as required by donors, the country Office and the Technical Unit.
- Prepare quality weekly and monthly reports that meet standards and timelines
- Ensure project monitoring and evaluation systems are regularly updated to inform reporting,
- Ensure proper program and donor visibility in the project sites
- Lead data analysis and interpretation exercises with the project team to inform programming and advocacy
- Ensure that project teams understand, maintain and follow ethical practices in data sharing and communication with external audiences in line with data protection principles.
Human resource development and management
- Lead on the recruitment of sector staff in collaboration with Protection &Rule of Law coordinator and Human Resources Department.
- Maintain updated job descriptions, conduct interviews, orient new staff to the IRC programs.
- Provide ongoing supervision, mentoring, training and technical support and guidance to staff, and ensure all adhere to best-practice principles in all aspects of program implementation.
- Ensure Performance Management System documentation for all staff is in place and followed up regularly.
- Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities.
- Ensure staff understand and follow the IRC way and donor Policies and Procedures.
- Ensure regular communication with other internal departments regarding the project’s progress and processes.
- Identify training needs for staff according to the performance management evaluations and identify appropriate external training that will enhance their skills.
Coordination and networking
- Ensure effective working relationships with government agencies, donors and partners to ensure adequate representation and collaboration.
- Represent IRC at regular external working group and coordination meetings.
- Participate in internal strategic planning group meetings specific to protection programming and cross sector collaboration.
Key Working Relationships: Position Reports to: Deputy Protection and Rule of Law Coordinator (Technical ) and Senior Field Coordinator (management)
Position directly supervises: Protection Manager Legal Manager and Child Protection Manager.
Indirect Reporting: Senior Protection Officers, Senior Legal Officer, Protection Officers, Legal Officers and M&E Officers.
Other Internal and/or external contacts: Internal: WPE Deputy Coordinator, Deputy Health Coordinator, Health Manager, Senior ERD Manager, Field Coordinator and Senior Field Coordinator.
External: Protection working group, UNHCR, OPM, and other relevant protection actors

Minimum Qualifications
- Bachelor’s degree in the humanities, social sciences, law, international development or a relevant field, or other appropriate fields is essential. A postgraduate qualification is desirable.
Work Experience:
- Minimum of 5 years field experience preferably working with refugees or conflict affected populations. Specific experience in human rights, general protection and child protection is essential.
- At least 3 years’ programme management experience
- Good protection background and knowledge of refugee context, as well as demonstrated ability to develop and design activities for vulnerable adults and children.
- Strong understanding of case management, psychosocial support and community based protection strategies.
- Experience in managing partnerships and working with others
- Proven leadership, program management, staff development, planning, analytical, interpersonal, and communication skills
- Competency in writing progress and donor reports and proposals; familiarity with UNHCR , ECHO and SV desirable
- Excellent communication and analytical skills and ability to present ideas effectively, in both oral and written form.
- Ability to communicate sensitively and without judgment; good diplomatic and persuasion skills
- Ability to use good judgment when making decisions and to take accountability for decisions made.
- Emotional maturity and stability to resolve conflicts in non-violent way and maintain appropriate boundaries.
- Good interpersonal skills including ability to gain trust and build relationships
- Ability to handle multiple tasks; proven self-initiative and problem solving abilities.
- High standard of spoken and written English.
- Good computer skills including Microsoft Excel, Access, Word, Outlook, and Power Point.
- Be able to work in a stressful setting and adapt quickly to changing environments; and willingness to travel to program sites.
