About USAID RHITES-N Project:
USAID-RHITES-N, Lango will improve the use of integrated health services in Northern Uganda’s Lango region and strengthen the health system to sustain gains made by earlier projects. USAID-RHITES-N, Lango will contribute to improving key population-based national health indicators; build the capacity of the Ugandan government to carry out a sustainable and locally-driven response to the HIV epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders to design and implement health system strengthening strategies to scale up high-impact, evidence-based interventions at the national, sub-regional, district, and community levels. Interventions will include VMMC, virtual elimination of mother-to-child transmission of HIV, antiretroviral therapy, and condom education and distribution. JSI will focus where the greatest impact can be realized, with a priority on hard-to-reach and high-HIV-prevalence locations.
Job Summary: The Stores and Inventory Officer is a full-time position and will be based in Lira, Uganda. S/he will serve as the stores and inventory management resource on the project, overseeing and coordinating all stores and inventory management activities to ensure smooth functioning of the storage and inventory management support to ensure successful implementation of the project activities. S/he will perform the daily technical stores and inventory management role, ensuring proper logistics management information systems (LMIS) for all supplies and commodities transiting through the project. S/he will provide control and guidance to all stores transactions and will be accountable for all supplies entering and exiting the stores. S/he will mentor and support any staff assigned tasks in the stores. S/he will report to the Supply Chain Specialist.
Key Duties and Responsibilities:
- S/he will be responsible and accountable for all supplies entering and leaving the stores
- Be available in the stores all working hours to provide timely support to all program and project staff who need stores services.
- S/he will ensure maximum security to the supplies and restricted access to the stores only to authorized persons, keeping the store under key and lock at all times.
- S/he will be responsible and accountable for all project property allocated to support proper store management.
- Ensure compliance to recommended stock management procedures (cleanliness, organization, arrangement, easy identification, procedures, record keeping, safety, filling,).
- Ensure that Stock Cards are opened for ALL supplies managed in the stores and updated on a transactional basis.
- Ensure all required standard Operating Procedures are clearly displayed in the stores
- Ensure that supplies are protected from adverse physical conditions like moisture and heat.
- Monitor and ensure the stores is protected from pests and rodents like rats, bats, cochoroaches etc.
- Monitor and record storage temperature twice every day and provide summary report at the end of every month.
- Must pay special attention to the expiry date of commodities, and warn the responsible program staff three months before expiry date.
- Must maintain firefighting equipment in working condition at all times.
- Carry out the function of receiving, verifying, dispatch of commodities to supported sites and timely reporting.
- Prepare all consignment and shipping documents (Delivery Note, way bill etc.) to be transported to the various supported facilities
- Ensure safe off loading/loading of cargo from/onto transportation vehicles
- Ensure accuracy (identification, quantity, quality, batch, delivery) in all transactions.
- Keep a database of all received and dispatched commodities and supplies to supported facilities/activities.
- Maintain both electronic and hard copies of the ‘Proofs of Deliveries’ for all deliveries made.
- Carry out physical count at the end of every month and provide comprehensive monthly stock status report.
- Take stock of, and order for office consumables, including but not limited to stationery, cleaning supplies, kitchen materials and others.
- Assist in equipment and asset stock inventory whenever called upon.
- Perform any other duties as assigned by supervisor and other senior staff.
Qualifications, Skills and Experience:
- The applicant for the USAID RHITES-N Stores and Inventory Officer job placement should hold a Bachelor’s degree in Logistics Management, additional training in stores management will be an added advantage.
- At least three years of experience working in stores and inventory management program.
- Experience and deep understanding of the management of medical and safe male circumcision supplies.
- Experience in working with USAID-funded projects
- Excellent written and verbal communication skills in English
- Excellent communication, teamwork, integrity and accountability.
