Job Summary:  The Sub Grants Manager is responsible for sub grants management, monitoring and reporting and compliance with donor and Baylor-Uganda regulations. Is also responsible for tracking sub grants and sub grantee requirements and for maintaining all sub grants and contracts financial files, and related documentation

Qualifications, Skills and Experience:

  • Review and approve all sub grants awarded by Baylor-Uganda, assuring compliance with donor and organizational guidelines.
  • Roll out results based financing to sub grantees including CSOs, districts, and health facilities, including training and mentoring sub grantees, support supervision, and verification of results prior to payment.
  • Manage the sub grant database, including working with both in-house and external information technology resources to design and adjust reports.
  • Monitor the effectiveness and adequacy of the sub grant administration policies and procedures, and suggest and implement improvements.
  • Keep up-to-date on regulations affecting sub granting; develop new procedures as necessary.
  • Follow up, collect and review sub grantees financial reports and fund requests, keep up-to-date records and report all sub grantees financial status.
  • Review sub grantees financial reports for correctness, completeness, timeliness and compliance.
  • Perform sub grantee monitoring visit for financial and programmatic deliverable review or audit and report findings with recommendation to the supervisor communicate agreed upon findings to the sub grantees and follow up its implementation.
  • Handle sub grants close-outs ensuring that all requirements of the sub grant agreement have been met and that sub grant funds have been properly settled.
  • Review and track all sub grants and grants/budget purchases and contracts and other commitments.  Update the contracts and communicate monthly.
  • Maintain sub grant files and ensure they are well labelled, fully updated with all contracts, submitted reports, governing clauses and all other relevant documents.
  • Ensure that sub grant components within budgets are reviewed prior to submission to the donor.
  • Supervise Sub grants staff, Contribute to their annual performance reviews and provide feedback throughout the year; train and advise them on internal controls and procedures; and contribute to their professional development.
  • Directly involve in grant writing by coordinating with grant writers or coordinators

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Degree in Accounting and/or Finance is a must.
  • A Master’s Degree in Business Administration, Accounting or Finance
  • A professional Accounting qualification is of added advantage
  • Minimum skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Strong knowledge of, and experience in donor regulations, and management of sub grants required.
  • Adequate understanding of five (5) years of relevant work experience required. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis.
  • Training, knowledge, skills and experience in health financing modalities, preferably results based financing is required.
  • Strong management Skills, Technical & Supervisory Skills and experience required.
  • Strong accounting of donor rules and regulations is required.
  • Demonstrated experience and skill with financial reports preparation and presentation and proven ability to translate technical financial data into informative reports.
