About USAID RHITES-N Acholi Project;
With the RHITES-N Acholi Project (Regional Health Integration to Enhance Services in Northern Uganda – Acholi), USAID will continue its support of the Government of Uganda’s (GOU) efforts to improve access to and use of health services in the country’s post-conflict northern region. RHITES-N Acholi Project activities will build on USAID investments and national advances to increase access to and use of high-quality integrated services that accelerate the ability and capacity to respond to the specific health needs of residents in the Acholi sub-region, leveraging the URC-ASSIST project successes.
Job Summary: The PMTCT Advisor will support health unit management and service delivery teams to provide quality PMTCT services according to national guidelines.
Key Duties and Responsibilities:
Overall responsibility for achieving project targets for PMTCT services.
- Provide technical leadership and support to the district health unit service delivery teams for the PMTCT
- Have the overall responsibility for increasing demand, access to and availability of quality PMTCT services in the RHITES–N Acholi project supported sites and communities.
- Work with the community linkages teams to oversee eMTCT activities including pregnant women mapping to improve first ANC, fourth ANC, and skilled birth attendance.
- Together with appropriate MOH teams, carry out an evaluation of strengths and gaps within current PMTCT services at RHITES-N Acholi supported facilities, including technical capacity issues
- Work closely with facility teams/managers, other stakeholders and MOH to rationally plan for and implement activities to build onto the strengths and address the gaps to ensure delivery of quality PMTCT services.
- Ensure smooth and functional integration of RHITES-N Acholi supported PMTCT service delivery and capacity building activities within the health facility systems
- Forge and manage partnerships with key project partners and MOH to appropriately and innovatively support the district health and facility managers and service delivery teams to implement the Uganda PMTCT/EID service scale up strategy within facilities supported by the project. Specific tasks under this will include, but not limited to:
- Closely coordinate with the Ministry of Health to roll out implementation of the new
- PMTCT care and treatment guidelines to RHITES-N, Acholi supported facilities, as per the MOH strategy.
- Plan for and implement MOH-developed technical and quality improvement trainings, utilization of MOH data tools and job aids to facilitate successful implementation.
- Implement follow-on support supervision, mentoring and coaching to enhance service provider application of skills to service delivery.
- Ensure functional linkages and referrals/counter-referrals between RHITES-N, Acholi supported facilities, other facilities supported by other partners, community-based services and the private sector.
- With the RHITES-N, Acholi MEL Director and MOH relevant team, develop and implement an activity documentation, monitoring and progress reporting framework that addresses requirements of the MOH, USAID and RHITES-N, Acholi activity.
- Work closely with laboratory technical team to oversee EID, CD4, and VL services are provided in supported units, ensuring timely collection, and return of samples.
- Make regular task-specific progress reports to the RHITES-N, Acholi Chief of Party and MoH, as necessary.
- Participate in regular RHITES-N, Acholi meetings with partners, MOH and USAID, as scheduled.
- Perform other duties as assigned by the RHITES-N, Acholi leadership.
Qualifications, Skills and Experience:
- The applicants for the USAID Project Technical Advisor – PMTCT career opportunity must hold a Degree in Medicine or public health with at least 4 years’ experience in technically leading/Advising large scale PMTCT programs in Uganda.
- Two years of working with districts and health facilities to improve their PMTCT programs.
- Two years’ experience of providing technical support to PMTCT programs
- Previous experience of working in northern Uganda
- A good working knowledge of the guidelines for PMTCT.
- Ability and willingness to travel within the supported districts for 50% of the time.
- Experience of working with diverse groups of stakeholders such as government, NGOs, and private-sector partners.
- Ability to organize, analyze, interpret and program performance data.
