Job Summary: As a CRS Uganda FASTER project staff seconded to the Government of Uganda’s Ministry of Health (MOH), you will facilitate the achievement of project objectives through collaboration, coordination, and reporting on all project activities as well as provide technical guidance to staff and implementing partner(s) advancing Catholic

Relief Services’ (CRS) work of serving the poor and vulnerable. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve. Your service will be of particular use to the MOH where you will be seconded to the MOH

Key Duties and Responsibilities: 

  • Provide technical support to the Community Services Unit of the MOH/ACP in the operationalization of the National Community Framework, including strengthening participation of the Faith-based and Civil Society Organizations in the Community Engagement Technical Working Group.
  • Serve as a liaison between FASTER CRS and the MOH/ACP in all matters related to community engagement including involvement of FBOs, CSOs and Networks of PLHIV in activities aimed at scaling up and/or improving pediatric and adolescent HIV care, treatment and prevention.
  • Support development and roll out of the facility- community referrals and linkages toolkit. This includes FASTER, MOH and other key stakeholders to conduct orientation of IPS, FBOs and CSOs structures in dissemination and rolling out of the developed tool kit in high burden priority districts, facilities and communities.
  • Regularly provide reports/updates to the FASTER CRS team on progress with implementation of planned activities, challenges encountered and/or anticipated in the support of MOH/ACP community-facility engagement and other pediatric and adolescent HIV care, treatment and prevention services, and suggesting strategies for addressing challenges and gaps.
  • Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating programmatic activity reviews and guiding partners in their efforts to reflect on project experiences.
  • Coordinate and facilitate effective working relationships with key project stakeholders in the implementation of the community-facility strategy and serve as the liaison between them and the project team to effectively engage communities and promote project activities and optimize impact in pediatric and adolescent HIV service delivery.
  • Support FASTER and MOH activities in the engagement of non-clinical platforms (FBOs, CSOs, PNFPs, Networks of PLHIV/CLHIV) in creating capacity and scaling up demand creation materials/messages  Catholic Relief Services, Uganda Program aimed at improving case identification, referrals and linkages, retention, adherence and VL monitoring for pediatrics and adolescents. S/he will participate in the planning, coordination and execution of ToTs, rollout activities, technical supervision and mentoring of stakeholders, including faith leaders in the demand creation activities.
  • Coordinate provision of any logistical and administrative support to staff and partners as assigned.
  • Ensure project reporting and documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.

Qualifications, Skills and Experience:

  • Master’s Degree in Social Work and Social Administration, Community health, Development studies, Public health, and any health-related field required.
  •  Minimum of 3-5 years of work experience in project support, HIV and AIDS programming, ideally in the field of pediatric and adolescent HIV/AIDS prevention, care, and treatment.
  •  Experience working with partners e.g. Ministry of Health, IUSG/PEPFAR Implementing Partners, Faithbased Organizations, Civil Society and Community Based Organizations.
  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data and timely reporting.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision & to work with individuals in diverse geographical & cultural settings.
  • Good strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment.
  • Good technical writing skills.
  • Presentation, facilitation, training, mentoring, and coaching skills.
  • Proactive, resourceful and results oriented.
  • Travel Required: 25% outside of Kampala
