Job Summary:  On behalf of our client, we are looking for a competent, skilled, and experienced Transport Safety Supervisor to work in Uganda.

 

Key Duties and Responsibilities:  

Activity:

  • Implementation of Road safety in Land transportation of equipment and materials in compliance with MAESTRO referential, affiliate HSE MS and Company E&P Referential
  • Perform road risk assessment, route surveys and propose mitigation measures to mitigate the identified risks, identify improvement and optimization factors to reduce the risks and accidents related to driving.
  • Evaluate equipment and vehicles are in a safe condition, inspected and maintained in accordance to Company and manufacturer requirements, properly used in the manner and for the tasks for which they were designed, registered with valid current certification of the vehicle. Assess inspection and maintenance system
  • Review the Vehicle and driving performance by use of the data from the In Vehicle Monitoring System (IVMS)
  • Review, develop and update land transport operating procedures and practices from the Road safety manuals and ensure the promotion of a Land Transportation safety culture.
  • Perform Land transport Audits and SQM for logistics contractors under area of responsibility and ensure there is no deviation with Company’s requirements
  • Conduct drivers’ awareness, sensitization and training to adapt to the requirements and promotion of Land Transportation safety culture
  • Assess Defensive Driver Training of Light, Shuttles and Heavy Vehicle Drivers and verify their certification and evaluate their reported experience.
  • Evaluate that driver are appropriately licensed and experienced to safely and competently operate the vehicle under their charge, through observation and general review and that they adequately comply with the requirements of the tasks being undertaken, their driving habits conform to the work procedures and that tasks are being conducted in a safe manner;
  • Evaluate that there exists adequate equipment (radios, lights, batons, to effectively communicate
  • Evaluate that there exists adequate emergency breakdown equipment, first aid equipment and warning equipment allocated and available in each vehicle considering its size and role.
  • Check for non-approved modifications made to equipment, for evidence of non-repaired damages and faults or inadequately repaired damages or faults that can affect safety and operability of vehicles and/or personnel.
  • Review and develop Operating Procedures and Practices, Road Safety Manual ensuring alignment with Company’s requirements.

Accountabilities:

HSE

  • Drive Road Safety performance in accordance with Total Group objectives, demonstrate HSE leadership and develop a safety culture with the team and service providers.
  • Develop, review and update all Transport procedures, bridging documents on time and Implement procedures throughout the logistics packages, establish and maintain specific procedures as required
  • Schedule and conduct land transport audits, participate in the draft and review of the land transport management system, SQM’s and ensure that all defects, anomalies, accidents or incidents are captured in SYNERGI and closed on due time

Cost control and budget

  • Identify and anticipate any deviation on contracts & services with impact on budget,
  • Feedback and Lesson learned: Gather ‘lessons learnt’ and provide feedback to different entities for continuous improvement of procedures, contractors and consolidation of KPIs/CPIs.

 

Qualifications, Skills and Experience:

  • The ideal candidate must hold a Bachelor’s degree in Engineering, Logistics and Supply Chain Management or equivalent
  • At least five years of experience in manufacturing/construction Logistics operations or Transport Safety at supervisory level.
  • In depth knowledge of Land Transport Safety Management and monitoring systems and modeling, Driver management, Road risk assessment and analysis, Driver training and evaluation, Motor Vehicle Inspection, Health, Safety & Environment operations in Oil and Gas Project Logistics operations is an added advantage.

 

Technical competencies:

  • Logistics & HSE management rules and techniques, Drivers management, Transport operations management, technical understanding of fleet operations, Land Transport Management systems including IVMS/OBC, land transport procedures.
  • Good command of English knowledge and experience in ERP systems including SAP and database management including MS access, word, project, excel.

 

Behavioral and Managerial Competencies:

  • Leadership, proactive, adheres to the COMPANY values, analytical and anticipation skilled with organizational rigor.
  • Able to: work under pressure and stressing conditions, in autonomy, adapt, communicate, and integrate in different environment. Active team player with ability to manage and integrate with others in different functions and environment
