Uganda Ministry of Health National Disease Control Department

The National Disease Control Division is responsible for day to day programs aimed at control and management of diseases in the country.  The program has 8 sub programs under its control.

1. Epidemiology and Surveillance

2. National TB and Leprosy Program : This program is responsible for development and implementation of Policy and Technical guidelines for HIV / NAIDS prevention and Control. The National TB & Leprosy Program has  further does the following; Development of the National plan for TB and Leprosy control, provided general management of the TB and Leprosy control, coordinated TB and Leprosy control Programme activities, built district Capacity for TB and Leprosy prevention & control built, monitored and evaluated Programme activities and Supervised Programme staff.

Key Tasks of the National TB and Leprosy Program are; Developing Policy guidelines and standards for TB and Leprosy Prevention and Control, Plan, co-ordinate and monitor TB and Leprosy control Programme activities, Provide Technical Support related to TB and Leprosy control to the districts, Provide Support Supervision to district personnel, Ensure availability of the drugs at all treatment points, Qualifying requirements for the programme, Assess the performance of Senior Medical Officer and Accountant programme staff as part of Result Oriented Management (ROM) programme, Participate in Quality Assurance programme of the Ministry of Health.

3. AIDS Control Program : The Program was established in 1986 and is is responsible for development and implementation of Policy and Technical guidelines for HIV / AIDS control and prevention.

The key tasks for AIDS Control Program are; Develop Work plans for the HIV / AIDS Control, Plan and Monitor plans for HIV / AIDS Control, Provide Technical Support related to HIV / AIDS to the districts, Develop policy related to within the STD / AIDS within the context of the Ministry’s overall policy.

The program is guided by a strategic plan whose objective is to refocus and revitalize the health sector response to the HIV epidemic. The context is the desired outcomes of reducing transmission and increasing access to care, treatment and support.

4. Onchocerciasis Program : The program is responsible for; development and implementation of Policies for Onchocerciasis Prevention and Control, conducting research and case studies for Onchocerciasis. It is mandated to set Standards and Guidelines for Onchocerciasis prevention in the country.

The key tasks under this Program are to; Formulate policy for Onchocerciasis Prevention and Control, Develop Standards and guidelines for Onchocerciasis Control and Prevention, Build district capacity for Onchocerciasis Control and Prevention, Develop National Plans for the Control of Onchocerciasis, Monitor and evaluate Onchocerciasis programme activities, Coordinate operational Research on Onchocerciasis
