Job Summary: The National Program Analyst- Social Change Innovations will provide leadership in the development and implementation of innovation and knowledge management strategies aimed at improving the efficiency and effectiveness of delivering UNFPA programmes and outcomes.

The UNFPA innovation initiative is entering a second phase with innovation named as one of the pillars to deliver the organization’s strategic plan. UNFPA identified new approaches to innovation including positing UNFPA in the innovation ecosystem through partnerships, scaling up of successful innovations, institutionalizing a culture of innovations and focusing innovation to overcome bottlenecks in UNFPA programmes.

The incumbent will lead the design, implementation, testing, transitioning, scaling and learning from innovative initiatives at UNFPA and with implementing partners. He/She will work across the organization to integrate innovation as a core strategy and to strengthen knowledge management systems and processes within the office. Special focus will be on how to use innovative ways to better reach young people to attain their full potential through provision of information and access to services.

Key Duties and Responsibilities:  

Innovation:

  • Provide leadership in the development and implementation of the country office innovation strategy.
  • Offer timely technical assistance to units, teams and partners to identify, conceptualize, design, nurture, prototype and scale new innovations, processes, practices and technologies that strengthen the efficiency and effectiveness of UNFPA programmes.
  • Actively promote the value of innovation to staff, implementing partners and other stakeholders including leading participation in innovation processes, identifying problems and sourcing for innovative solutions.
  • Map out and leverage existing innovation and innovative approaches (e.g. m/e health, e-training, use of social media, organizational efficiencies, big data) including in the private sector to inform UNFPA’s work.
  • The jobholder will also propose, implement and support existing and new innovation mechanisms for UNFPA  including innovation labs/cafes, innovation accelerators and incubators, communities of practice and networks, ideas farm etc
  • Research, identify and engage potential partners including private sector (mobile technology partners) and academia to leverage resources, knowledge skills and networks to create sustainable solutions to the most pressing challenges facing women, girls and young people.
  • Lead the country office participation in global, regional and national innovation processes, call for proposals and resource mobilization efforts for innovations.
  • Position UNFPA in the innovation e-ecosystem as a thought leader and convener around use of technology to reach young people to attain their full potential.

Knowledge Management:

  • Propose and develop systems that support the efficient storage, retrieval, generation and sharing of knowledge and information within the country office and with stakeholders.
  • The incumbent will guide documentation (collection, review and analysis) of good/best practices and lessons learned in accordance with UNFPA guidelines to demonstrate impact and foster their use for learning, realigning project intervention, innovation and scaling up.
  • Contribute leanings and experiences from country office innovations into the regional knowledge hub and data repository and with other relevant networks and communities.
  • Develop systems country office systems that provide oversight, review and dissemination of studies, researches and knowledge generation initiatives to ensure relevance to UNFPA mandate.
  • The jobholder will also facilitate and help maintain and make accessible databases on best/good practices, lessons learned, partnerships, researches/studies and consultant rosters and help ensure their accessibility;
  • Manage and coordinate knowledge networks through partnerships and collaboration with research and academic institutions as well as with other UN agencies, including in the context of the Delivering as one.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNFPA National Program Analyst- Social Change Innovations career opportunity should hold an advanced university in Social Sciences, or relevant disciplines, with specialized training or appropriate experience in the fields broadly applicable to the job.
  • A minimum of five years’ experience with demonstrated results in the majority of the following areas: innovative use of technology for development, mobile based data collection, training and capacity building and human centered design experience.
  • Extensive knowledge of systems implementation, and interventions including implementation of software & mobile based SMS systems.
  • Ability to catalyze and scope for innovative initiatives that enhance programme quality;
  • Substantive knowledge and practical experience in knowledge management and strategic information management and technology;
  • Previous experience in programme and/or technical assistance with the UN System;
  • Ability to explain complex ideas and findings in a way that can be easily understood and to work creatively within a budget and use innovation to find ways of more effectively managing resources; and
  • Strong communications, interpersonal and writing skills in English.
  • Previous exposure and experience in creating spaces and environments that are conducive to team participation and effective coordination
