Job Summary:  The Chief Field Operations will provide leadership and guidance to Chiefs of three Field Offices (Gulu, Mbarara and Moroto) in the development, planning, implementation, monitoring, reporting and evaluation of all development and emergency programmes. Coordinate with Deputy Representatives, Chiefs of programme and operations sections to ensure efficient and effective management of Field Operations and the delivery of results for children. Coordinate UNICEF’s emergency preparedness and response in crisis situations, in full consultation with the Representative, Deputy Representative, Chiefs of Sections and Chiefs of Field Offices.

Key Duties and Responsibilities: 

  • Within the delegated authority and the given organizational set-up, the incumbent may be responsible for all or most of the following areas of major duties and key end results.
  • Ensure continuous flow of strategic information on the situation of children and women to the Representative, Deputy Representative and Chiefs of CSD (Child Survival and Development), BEAD (Basic Education and Adolescent Development), Child Protection and Communications and PME on programme planning and monitoring, for policy development, advocacy and resource mobilization
  • Provide leadership and guidance to the Field office teams, programme officers and Specialists and programme assistants on all aspects of Field Operations and Emergency programme management, planning, implementation and monitoring and ensure compliance with UNICEF’s technical and operational procedures and guidelines particularly developed for the Country Programme.
  • Coordinate and participate in rapid assessments, during emergencies to determine programmatic needs as well as factors affecting the organization’s capacity to function in the field. Within the onset of an emergency, develop a simple data collection plan, covering key data gaps as required for the continued emergency response. Develop and regularly update emergency preparedness and response plans for UNICEF Uganda. Contribute to the analysis of information and identification of trigger mechanism, for the purpose of early warning. Liaise and coordinate with other humanitarian partners and actors, at national and county levels.
  • With the support of the planning, social policy, M&E sections, monitor and report on programme implementation at the field level to assess progress and ensure achievement of planned results. Facilitate technical decisions on program management and programme convergence and integration of the UNICEF programmes in the field.
  • Oversee Field Office Chiefs’ liaison and collaboration with implementing partners including County Governments, UN agencies, NGOs and other stakeholders for assessing the situation of children, planning, implementing and monitoring of the programme and emergency response in the field. Work with technical sections to leverage county level
  • In coordination with the Deputy Representative, ensure provisions of support services to the key areas as ERIP, capacity development for emergency preparedness planning and response, social mobilization, communication for development and monitoring. Work closely with the sectoral specialists and emergency focal points to interface with sectoral policies and guidelines and support evidence -based advocacy for children especially during emergencies.
  • Directly supervise Chiefs of Field Offices and collaborate with Chiefs of Sections to ensure that sectoral Work Plans for the FOs are prepared, are responsive to emergency situations, and are coherent with UNlCEF’s country programme and its core commitments for children in emergencies(CCCs)
  • In conjunction with the Deputy Representative oversee preparation of funding proposals for emergency assistance and related documentation within UNICEF in a coordinated manner

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNICEF Chief Field Operations job opportunity should hold an advanced University degree in Social Sciences, Public Administration, Humanitarian Response, Business Administration, Management or other fields related to the work of UNICEF. Training in emergency response important.
  • A minimum of eight years of responsible professional work experience at the national and international levels in development, recovery and humanitarian response, financial and human resources management, monitoring and reporting.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Familiarity/ background with emergency is considered as an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
