Job Summary: The Programme Analyst, Maternal Health/Fistula will be responsible for providing technical guidance on Emergency Obstetric and Neonatal Care, Obstetric Fistula management creating linkages to midwifery, Family Planning, Adolescent Sexual and Reproductive Health, prevention of GBV and integrated SRH/HIV. You will be reporting to Programme Specialist Reproductive Health in the Integrated Sexual Reproductive Health and Rights Unit under the leadership of the Assistant Representative and the overall supervision of the Representative.
You will therefore be a critical member of staff for advancing MH within UNFPA’s ISRHR framework, working closely with relevant UNFPA staff and other stakeholders. This includes providing technical guidance to the Government of Uganda at both national and sub-national levels, and other relevant RH stakeholders, to ensure integrated delivery of MH services including family planning and adolescent health.
Key Duties and Responsibilities:
- Providing technical guidance and programmatic support to the government in the implementation in the Country Programme and its reproductive health/MH component projects in line with Government priorities and according to UNFPA programme policies and procedures.
- Work closely with technical staff based in MOH, UNFPA field offices and other IPs, for an integrated and effective implementation of the national RMNCAH Sharpened Plan II and guidelines.
- Work closely with the reproductive health commodity security and HIV programmes to ensure continuous supply of FP/MNH lifesaving commodities through an effective coordination of MNH commodity assessment, quantification, forecasting, planning, distribution and management at the national and district levels.
- Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action. Monitors projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels.
- Expedite and coordinate project implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs, ensuring timely submission of quality programme/project reports and addressing training needs of project personnel.
- Contribute to advocacy for integration/ positioning of reproductive rights in the development of human rights standards by the national human rights mechanisms and in national development policy and accountability frameworks.
- Create and document knowledge about current and emerging maternal health issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
- Contribute/assist advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles and participating in donor meetings and public information events. Builds strong technical and programme multi-sectoral partnerships for advocacy for ICPD agenda through national institutions, networks, alliances and coalitions.
- Assists the Ministry of Health, to execute its mandated function in the health sector as it relates to MH including development/review of policies, strategies and guidelines and capacity building and provision of technical assistance to central, district and facility systems.
- Undertakes any other duties as assigned by the country representative
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations Population Fund (UNFPA) Programme Analyst, Maternal Health/Fistula job opportunity should hold a Masters’ degree in Obstetrics and Gynaecology, Public health, Reproductive Health or other field that affords an understanding of public health initiatives. University degree in medicine or other closely related health professional course is required.
- A minimum of two years of professional experience preferably in programme/project management in the public or private sector.
- Excellent communication skills and experience with management of staff.
- Experience in Maternal Health and local government systems would be an added advantage
- Substantive work experience in the field of SRHR, GBV and/or Gender in humanitarian and post conflict recovery setting is preferred.
- Specialized knowledge and experience within Health Systems Strengthening and integrated SRHR/GBV/HIV approaches is desirable.
- A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in Uganda will be an added advantage.
- Computer skills: Proficiency in current office software applications.
- Languages: Fluency in oral and written English is required
