It creates new opportunities for poor people and their communities by increasing access to microfinance and investment capital.  UNCDF focuses on Africa and the poorest countries of Asia and the Pacific, with a special commitment to countries emerging from conflict or crisis.  It provides seed capital – grants and loans – and technical support to help microfinance institutions reach more poor households and small businesses, and local governments finance the capital investments – water systems, feeder roads, schools, irrigation schemes – that will improve poor peoples’ lives.

 

Job Summary:  The Monitoring and Evaluation Officer is responsible for the Result Measurement of the activities carried out by the Inclusive Digital Economies (IDE) programme and other programmes as assigned.

 

Key Duties and Responsibilities:

Coordination and planning of project outputs and results:

  • Together with the project team, plan, prioritize and sequence the implementation of project activities ensuring that the activities result in tangible outputs and outcomes;
  • Coordinate progress of project activities and outputs within the project to ensure synergies within components;
  • Develop and implement monitoring and evaluation plans in coordination with component coordinators and other relevant project staff.

Monitoring implementation of project components:

  • Design and implement a monitoring mechanism to monitor and ensure the timely implementation of all activities under each component of project including development of performance indicators and success criteria for each component;
  • Coordinate with component coordinators implementation of activities and participate in events organized by each component;
  • Monitor financial expenditure of the project and ensure that financial delivery of the project is in accordance with the project plans;
  • Support liaison with all relevant partners to determine level effectiveness of the activities and outputs of the project;
  • Keep and updated risks and issues log and inform management of the project about risks and issues arising within or outside the project that are relevant to any of the project components;
  • Prepare presentations and briefings including performance monitoring charts and tables on all components of the project.

Evaluation of the project results:

  • Prepare evaluation plan to ensure effective and efficient implementation of the project and to ensure that activities and outputs result in positive outcomes;
  • Carry out quarterly informal and annual formal evaluation of the project in coordination with the project team and relevant component coordinators;
  • Prepare plan for corrective action and assist relevant component coordinators to realign the project activities and outputs to ensure positive results.
  • Design and implement research and conduct data analysis to identify programme priorities, inform market engagements and capture programme results and impact:
  • Ensure project compliance with the Market Systems Development approach, in close collaboration of the Technical Specialists;
  • Support in conducting research on the state of the inclusive digital economy using primary and secondary data sources;
  • Design and implement research to identify programme priorities and inform market engagements, using primary and secondary sources. This includes population-segment (e.g., women, youth, refugees) and thematic-specific research (e.g., agriculture, health, education);
  • Identify secondary datasets and research relevant to the implementation of the programme, and develop and update the projects evidence base;
  • Support a mock audit of compliance with the Standard for Results Measurement;
  • Contribute to donor reporting and communication material to share programme results and learnings.

Capacity building and transfer of knowledge:

  • Contribute to building the capacity of the component coordinators and other relevant staff of the project to ensure proper monitoring and evaluation of the project;
  • Closely work with project staff in building their capacity in all areas related to the management and regular monitoring & evaluation of their own activities;
  • Help build capacity of relevant staff through on the job-training and regular briefings on effective monitoring and evaluation.

 

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Master’s degree in Evaluation, Economics, Public/Business Administration, Social Sciences, Statistics, Technology, or related field.
  • A first-level university degree with additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least two years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant experience in designing and implementing results measurement systems in the development context at the national or international level, including experience in qualitative and quantitative research methodologies is mandatory;
  • Four years of experience in extracting relevant findings from data to inform strategic decision-making in the public or private sector;
  • Experience in monitoring projects with a market systems development approach is desirable;
  • Experience in innovation and technology for inclusive finance is an asset;
  • Experience in providing training on results measurement systems is an advantage;
  • Strong analytical thinking and problem-solving skills;
  • Excellent communication and writing skills;
  • Able to work effectively in a team and in an international environment;
  • Excellent interpersonal skills with an ability to communicate and engage with project stakeholders;
  • Experience working with international organizations, developing country governments, donor agencies and / or NGOs and other civil society groups involved in various sectors of international development;
  • Proven experience in management of evaluation studies and coordination of evaluation from different stakeholders;
  • Fully proficient computer skills and use of relevant software and other applications such as SPSS, STATA, NVIVO, ATLAS;
  • Proven experience in writing reports, knowledge pieces and communications materials;
  • Good knowledge of monitoring and results measurement methodologies and tools;
  • Knowledge of quantitative and qualitative research methodologies and tools.
  • Language: Fluency in oral and written English.
