Job Summary: The National Project Professional Personnel (NPPP) Gender and Human Rights substantively contributes to the effective management of UNFPA activities in the areas of sexual reproductive health and rights, gender equality, gender based violence (GBV) and related thematic interventions, including mainstream human rights and gender equality and women empowerment. She/he works with other teams to ensure accountability for human rights and gender equality in the country office programmes and organisational effectiveness outputs and Ministry of across the implementing partners. The NPPP Gender and Human Rights will support Ministry of Gender, Labour and Social Development to lead on coordination and accountability for delivery of programme results for the 8th GOU/UNFPA Programme outputs four and five: Adolescents and Young People SRHR and Gender, Human Rights, GBV and Harmful Practices respectively; UN Joint Programmes on Female Genital Mutilation (FGM), End Child Marriage (ECM) and GBV integrating sexual reproductive health and rights (SRHR) and HIV; and UN/EU Spotlight Initiatives on Violence Against Women and Girls. S/he will support the Ministry’s overall programme coordination, planning, implementation, monitoring and evaluation and accountability for timely delivery of programme results and resources. S/he will provide programme and technical support to MGLSD, it’s directorates, departments and grantees/ sub-contractees that contributes to the delivery of the 8th GOU/UNFPA programmes.
Key Duties and Responsibilities:
- Provides technical and programmatic support to Ministry of Gender Labour and Social Development and its grantees to coordinate, plan and implement gender, human rights, GBV and harmful practices programs. S/he contributes substantively to the formulation and design of the country programme and its gender equality & human rights component projects in line with Government priorities and according to UNFPA programme policies and procedures. S/he ensures quality of programme/project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
- Works with the Programme Component Manager of the 8th GOU/UNFPA Country Programme to coordinate and monitor programme expenditures across the different directorates, departments and units: social protection, youth, culture, disability, gender and community development. S/he supports the Ministry’s reporting and accountability on reports on programme and project progress in terms of mainstreaming human rights and gender equality to advance achievement of sexual reproductive health outcomes and advancement of ICPD agenda. The NPPP monitors resources utilization and support MGLSD’s implementation, reporting and accountability for programme results and resources, ensuring that delivery is in line with approved project budgets and to realize targeted delivery levels.
- Provides technical backstopping to ensure efficiency, effectiveness and coherence of programme implementation across the different departments and units: social protection, youth, culture, disability, gender and community development at MGLSD. S/he provides technical assistance to the Ministry to develop and implement audit action plans, conduct routine monitoring of the implementation of the audit action plans and submit evidence of compliance.
- Contributes to strengthening operationalization of the GBV coordination structures at national and sub-national levels ensuring functionality of the multi-sectoral GBV coordination structures at all levels. The Programme Analyst will contribute to effective coordination, advocacy and accountability of the gender, human rights and GBV with integrated SRHR programmes including the UNFPA/UNWomen Joint programme on GBV, UNFPA/UNICEF Joint Programme on FGM, UNFPA/UNICEF Joint Programme on EMC, UN Joint Programme on HIV/AIDs and UN/EU Spotlight Initiative.
- Analyzes and interprets the political, social and economic environment relevant to sexual reproductive health and rights (SRHR, gender equality and women’s empowerment issues and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analysing policy papers, strategy documents, national plans and development frameworks and prepares briefs and inputs for policy dialogue, technical assistance coordination and development frameworks. S/he contributes substantially to national and development partners’ coordination mechanisms in line with new aid environment and the UN Reform.
- Helps create and document knowledge about current and emerging sexual reproductive health and rights, GBV, gender equality and women empowerment issues, by analysing programmes, projects, strategies, approaches and on-going experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
- Supervises and coordinates the timely planning, implementation, review and management of projects to Implementing Partners for which he she/he has been assigned, including programmes directly and nationally executed for all funding resources of the Country Office.
Qualifications, Skills and Experience:
- The ideal candidate must hold a Master’s degree in law, gender or development studies, public health, public health, international relations, political/ social sciences or other relevant field.
- Three to five years of professional experience preferably in programme/project management in the public or private sector, including international development assistance.
- Computer skills
- Proficiency in current office software applications.
- Fluency in oral and written English.
