Key Duties and Responsibilities: The Consultant will be expected to do the following;
- Support the Commissioner Health Sector Partners and Multi-Sectoral Coordination at MOH and the HSIRRP secretariat identify priorities and develop the workplan for 2021.
- In consultation with UNHCR and UNICEF, assist the Commissioner Health Sector Partners and Multi-Sectoral Coordination organise and document Monthly Health and Nutrition coordination meetings.
- Support the Commissioner and the HSIRRP secretariat develop a system for monitoring donor support to HSIRRP, inlcuding 4W and resource tracking.
- Support the HSIRRP Secretariat develop a monitoring framework for refugee response plan.
- In consultation with HIS department (using DHIS2 data), prepare monthly analysis for core sector indicators in refugee hosting districts with the identification of key issues, bottlenecks and suggested management actions.
- Help organize at least two field monitoring visits to refugee hosting districts, including at least one joint MoH-DPs monitoring mission.
- In consultation with UNHCR and UNICEF, assist the Commissioner Health Sector Partners and Multi-Sectoral Coordination organize the implementation review of the HSIRRP.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations Children’s Fund (UNICEF) Programme Officer, Health Sector Integrated Refugee Response job opportunity should hold an advanced degree in public health, health services management, social sciences.
- A minimum of five years professional work experience in health/social programme development and implementation, including monitoring and evaluation activities.
- Sound knowledge of the Uganda health system
- Experience in refugee and/ emergency programming, including preparedness planning.
- Experience of working with the Government, UN Agencies, donors and other international agencies
- Strong writing and communication skills
- Ability to work in uncertain, rapidly changing environment and manage competing priorities
- Language requirement: Fluency in English required
