Job Summary: The Programme Specialist, Adolescent and Youth Sexual Reproductive Health will contribute to the co-ordination and management of quality, timely and integrated technical and programme support to the Country Office, ensuring that Uganda’s adolescent and youth programme is implemented in the context of: the ICPD Programme of Action and UNFPA Strategic Plan as well as national development processes and frameworks.
Key Duties and Responsibilities:
- Providing overall strategic leadership for the Adolescents and Youth programme in both development and humanitarian settings.
- Providing leadership in mobilizing resources for adolescents and youth sexual and reproductive health activities including identification of AYSRH needs and appropriate potential donors; and development of proposals.
- Providing leadership in monitoring, review and evaluation of adolescent and youth programmes; and in developing response plans to consolidate any strengths and to address any identified gaps.
- Supporting the Ministries of Health, Education and Sports and Gender, Labour and Social development, districts and other relevant partners in development, implementation and monitoring of relevant adolescent and youth policy and technical strategies.
- Providing leadership in analysis of the political, social and economic environment that imparts on the adolescents and youth programme and formulating appropriate policy and programmatic adjustments to harness any opportunities and mitigate any risks.
- Providing leadership in establishing and maintaining partnerships with adolescents and youth relevant stakeholders, networks, alliances and coalitions to ensure a collective effort towards advancement of the wellbeing of young people.
- Representing the Country Office in relevant national and sub-national Technical Working Groups (TWGs)/Fora to provide technical support and position UNFPA’s adolescent and youth mandate.
Key Results:
- Strategies (with clear roadmap and approaches) on how to address teenage pregnancy, child marriage, youth participation and leadership, HIV prevalence.
- Increased resources for adolescent and youth programming.
- Appropriate, effective and efficient adolescent and youth Programme.
- AYSRH policy and technical strategies developed and rolled out including sexuality education through the Ministry of Education and Sports and Adolescent Health Policy through Ministry of Health.
- Enabling policy, social and economic environment for adolescent and youth programming.
- Enhanced partnership with AYSRH actors/stakeholders with accelerated efforts towards advancement of the wellbeing of young people in Uganda.
- Increased representation in relevant meetings/fora with enhanced UNFPA’s influence among the UN, Government and relevant adolescent and youth stakeholders.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UNFPA Programme Specialist, Adolescent and Youth Sexual Reproductive Health job opportunity should hold an advanced degree in Public health, health policy population, development, social sciences and/or other related field.
- A minimum of five years of experience in AYSRH programming.
- Experience working with Ministries of Health, Education and Sports, Gender, Labor and Social Development and Local Government (districts) is desirable.
- Excellent computer/information systems skills.
- Understanding of the UN system in general, and especially UNFPA’s mandate, policies, operations and development topics within the Ugandan setting is an added advantage.
- Languages: Fluency in English; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
