Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.
We are seeking a qualified individual for the position of Logistics Associate (Retail Engagement), SC6 to be based in Kampala. Selected candidate will be employed on Service Contract.
ORGANIZATIONAL CONTEXT
The job is located in Kampala and the incumbent will work closely with the Retail Engagement Consultant to facilitate and support the design and implementation of retail engagement strategy across WFP’s food assistance portfolio. Retail Engagement strategy aims to increase the market efficiency by working with local food chain and retailers to reduce food price and eventually increase the purchase power of all consumers. The incumbent will work closely with WFP agents and selected retailers to improve their operation efficiency through trainings, group purchase and POS system introduction and thus require frequent travel

KEY DUTIES AND RESPONSIBILITIES:
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervisition of the CAsh-Based Transfer (CBT) and Markets Supply Chain Officer responsible for Retail Engagement, and in close collaboration with the relevant functional units at the Head Office, the incumbent will be responsible for the following:
- Carry out market assessments to indentify main inefficiencies and opportunities to strengthen local markets;
- Coordinate with field staff, local government, NGOs, UN agencies to set up market strengthening activities;
- Support the implementation of market strengthening activities such as improving linkages between farmers, suppliers and markets;
- Train WFP staff and also shop owners on the fundamentals of retail strength assortment, quality, price and service;
- Assist in developing Standard Operating Procedures (SOPs) for retail engagement activities;
- Support with the definition and implementation of key performance indicators (KPIs) to mesure success and mitigate risks associated with retail engagement;
- Work with Assessment, Monitoring, Evaluation and Learning (AMEL) and field team on market data monitoring and measure the retail against annual target;
- Carry out any other relevant duty assigned by the Coordinator.

FUNCTIONAL CAPABILITIES

Supply Chain Management and Optimization: Demonstrates ability to design basic supply chain networks, including appropriately assessing and escalating challenges to ensure that WFP is able to provide consistent and uninterrupted service to its beneficiaries and partners.

Technical Assistance and Coordination: Demonstrates abilities to provide basic technical advice and maintain effective (inclusive, collaborative, unified) logistics coordination mechanisms with humanitarian partners and other relevant stakeholders.
QUALIFICATIONS, SKILLS AND EXPERIENCE:
- A University Degree obtained from a recognised education institution in any of the following areas: Development Studies, Economics, Agribusiness, Business Management, Finance Management, Marketing, Supply Chain or other related area;.
- At least three (3) years of progressively responsible support experience in retail, Sales, Distribution, manufacture
- Experience in rural development projects and/or operational aspects of commercial transactions.
- Experience in cash based transfer programmes and/or digital payment solutions such as mobile money, agency banking;
- Experience on collaborative work with national governments, international NGOs and/or UN agencies.
- Proficiency in Microsoft Office Applciation..
