About US:

The International Labour Organization (ILO) is a United Nations agency dealing with labour problems, particularly international labour standards, social protection, and work opportunities for all. The ILO has 187 member states: 186 of the 193 UN member states plus the Cook Islands are members of the ILO. In 1969, the organisation received the Nobel Peace Prize for improving peace among classes, pursuing decent work and justice for workers, and providing technical assistance to other developing nations.

Key Duties and Responsibilities: 

  • Take lead in coordination of the planning, design, delivery and monitoring of project implementation whilst ensuring consistency with national priorities of the Government of Uganda, national employment and skills agenda and related training and employment frameworks, policies and global best practices.
  • Liaise with and engage all relevant stakeholders in implementation of this he ILO-SIDA global partnership for Outcome-based funding (OBF) in Uganda (UGA/18/51/SWE), and provide leadership and advocacy to ensure that skills and employment issues remain firmly on the national agenda. This will involve provision of technical support, advice, and coaching to tripartite partners to ensure that their capacities are enhanced to enable them to carry out their roles and functions in relation to skills development and pro-employment planning and budgeting more effectively.
  • Develop and maintain cordial working relations with relevant Government agencies, social partners, private sector and business organizations, development partners other UN agencies and other stakeholders and ensure their participation in the project.
  • Take lead in and participate in the preparation and facilitation of meetings, conferences, seminars, workshops, training sessions, and various types of capacity building events, and speak on behalf of the ILO when attending these gatherings alone.
  • Identify problems, propose solutions and actions, and follow-up with the CO Dar, DWT Pretoria and headquarters, constituents, implementing partners, government offices, and other UN organizations to expedite implementation and meet targets.
  • Ensure programming and administrative synergies are created within and between the outputs; and ensure tracking of expenditures against the budget according to ILO financial rules and regulations.
  • Take initiative in drafting of tools, manuals, and other training materials for use by the project, in doing so, adapt ILO global tools to national circumstances as well as apply them and monitor their application.
  • Take lead in drafting Terms of Reference for and supervision of the work of external consultants.
  • Provide technical support to missions by Employment and Skills Specialists.
  • Prepare background information, programme briefs, periodical reports, gender analysis and related technical reports and statistical data on status of the project activities for internal/external use.
  • Perform any other duties as requested by the Director, ILO Country Office Dar es Salaam

Qualifications, Skills and Experience: 

  • The ideal candidate for the United Nations International Labour Organization (ILO) National Project Coordinator job vacancy must hold a first level university degree in Development, Social Science, Economics, Labour, Technical and Vocational Education or a related discipline
  • A minimum of three years of professional experience in the area of Formulation of Policy and Strategy, Project Design, Management and Implementation Macro-Economic Policies, Employment Programming and Skills Development.  Additional experience in the areas of formal and informal apprenticeship and other forms of work based learning will be preferred. Substantial knowledge/experience in resource mobilization is essential.
  • Languages:  Excellent command of English and good knowledge of another official language of the duty station.

  • Good knowledge in project formulation and experience in project management and implementation.
  • Good knowledge of the role and operations of the ILO and UN system activities for development and particular knowledge on the development processes of National policies and programmes
  • Ability to perform a variety of conceptual analyses required for the formulation, administration, implementation and evaluation of projects.
  • Excellent writing skills.
  • Ability to communicate effectively both orally and in writing.
  • Excellent analytical skills.
  • Ability to justify requirements and approaches to problem resolution, and ability to negotiate.
  • Good computer applications skills.
  • Good organizational skills.
  • Ability to work on own initiative as well as a member of a team.
  • Ability to deal with people with tact and diplomacy.
  • Ability to supervise staff.
  • Demonstrated ability to consult and work with multiple partners, including government, social partners and UN agencies and to foster cooperation and effective networks;
  • Demonstrated ability to organise and facilitate meetings and workshops;
  • Demonstrated ability in gender mainstreaming will be an added advantage.
