Job Summary:   The Programme Specialist, Family Planning will therefore be a critical member of staff leading on the Family Planning Programme within UNFPA’s Integrated Sexual and Reproductive Health and Rights framework, working closely with other relevant UNFPA staff and other stakeholders. The Programme Specialist – Family Planning will be responsible for the supporting the Government of Uganda, and other relevant partners, to increase demand for and access to Family Planning services including Family Planning commodities. The Programme Specialist – Family Planning’s contribution will be instrumental in ensuring the Government of Uganda attains the 2020 targets as enshrined in the National Family Planning Costed Implementation Plan (FP-CIP).

Key Duties and Responsibilities: 

  • Providing overall strategic leadership for the Family Planning programme, including Reproductive Health Commodity Security, in both development and humanitarian settings.
  • Providing leadership in mobilising resources for Family Planning activities including identification of Family Planning needs and appropriate potential donors; and development of proposals.
  • Providing leadership in monitoring, review and evaluation of FP programmes; and in developing response plans to consolidate any strengths and to address any identified gaps.
  • Supporting the Ministry of Health, districts and other relevant partners in development, implementation and monitoring of relevant policy and technical strategies including the district Family Planning Costed Implementation Plans.
  • Providing leadership in mainstreaming Family Planning into relevant Ministries, Agencies, Departments (MDAs) and Districts as part of the national and district strategic and operational plans and budget frameworks, and in line with the agenda for harnessing the Demographic Dividend.
  • Providing leadership in analysis of the political, social and economic environment that imparts on FP programmes and formulating appropriate policy and programmatic adjustments to harness any opportunities and mitigate any risks.
  • Providing leadership in establishing and maintaining partnerships with FP relevant stakeholders, networks, alliances and coalitions to ensure a collective effort towards FP Advocacy and Programming including engagement with and support to the Uganda Family Planning Consortium (UFPC).
  • Representing the Country Office in relevant national and sub-national Technical Working Groups (TWGs)/Fora to provide technical support and position UNFPA’s Family Planning mandate

  • Family Planning mainstreamed into all government Ministries, Departments, Agencies and District plans and budgets.

  • Enhanced partnership with Family Planning actors/stakeholders with accelerated efforts towards increased demand for and access to Family Planning services.
  • Increased representation in relevant meetings/fora with enhanced UNFPA’s influence among Government and relevant Family Planning stakeholders.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNFPA Programme Specialist, Family Planning job opportunity should hold an advanced degree in Public health, health policy population, development, and/or other related field.
  • A minimum of five years of experience in SRH/FP programming.
  • Experience working with the Ministry of Health and Local Government (districts) is desirable.
  • Excellent computer/information systems skills.
  • Understanding of the UN system in general, and especially UNFPA’s mandate, policies, operations and development topics within the Ugandan setting is an added advantage.
  • Languages: Fluency in English; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
