The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Site Planning Associate will work under overall supervision of the Associate Field Officer in Kyaka and Physical Site Planner in Mbarara, and in coordination with other colleagues in the field, in particular working in protection, health, community services, water and sanitation. In addition to physical planning, the incumbent may also assist with the functions in the areas of shelter, infrastructure, and site selection and construction management support. The incumbent liaises and co-ordinates UNHCR construction related activities within the area of responsibility (AoR), in accordance with UNHCR policies and priorities and maintains contacts with the local officials and implementing partners to discuss and share information on the assessment of infrastructure conditions in refugee-hosting areas. To fulfil the role of Site Planning Associate is required to spend a substantial percentage of her/his time working outside the office.
Key Duties and Responsibilities:
- Assist in providing technical input related to physical planning, site selection/ development of refugee settlements, transit camps/way-station, infrastructures and shelter with due consideration to water, sanitation and environmental concern to the operation, implementing partners and other agencies involved in assisting persons of concern to UNHCR and design camp sites/settlements in accordance with selection criteria and technical requirement.
- Work closely with counterparts in UNHCR as well as partners in the design and formulation of activities in line with cost effectiveness, technologically sound and socially appropriate solutions for the above mentioned activities. In case of direct implementation, design site plan and supervise construction activities undertaken by UNHCR in the settlements and other identified locations;
- Assist in assessment of the needs and resources of people of concern in terms of shelter with participation of the community and taking into consideration the implementing partners’ views and in defining appropriate solutions;
- Assist in providing inputs for formulation of project submissions to address the needs, taking into consideration the technical standards (UNHCR/Sphere/National) and UNHCR protection mandate and policy priorities, such as environment, women and children, groups with specific needs etc;
- Assist in the identification of refugee hosting sites and planning for the development of appropriate infrastructure in consultation with the national and local authorities and following UNHCR standards and policies;
- Assist in providing technical guidance and monitor in camp/site construction and related activities.
- Support the UNHCR office in close monitoring of the camp/site development activities and the construction work undertaken by implementing partners with the aim of accomplishing the task in the most effective manner on agreed time schedule and in conformity with the set guidelines and principles in accordance with the overall objective of the UNHCR operation plans;
- Work closely with the other UN agencies, Government ministries and implementing partners in order to coordinate activities encompassing camp/site planning, shelter and other infrastructures including roads, culverts in the settlements.
- Perform any other related duties as required.
Key Performance Indicators:
- UNHCR’s country operation has sufficient support in the field of site planning and thus better able to meet the needs of persons of concern
- Enforce technical strategies, protocols and guidelines
- Represent UNHCR in the meetings and fora related to the functions.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UNHCR Site Planning Associate job opportunity should have completed secondary education with post-secondary training/certificate in one of the Civil Engineering disciplines with courses on Physical Planning, Construction Management, Infrastructure Development or any other related subjects.
- At least six years of relevant working experience
- Extensive knowledge of basic computer software including engineering design tools.
- Fluency in English
- Previous experience in all disciplines of civil engineering, rural settlement development, emergency management and environmental planning, and ability making the linkages to rehabilitation and development programmes will be an added advantage.
- Previous experience in the areas of rural development, natural resources and environmental management.
