About USAID CHC Project:

Communication for Healthy Communities (CHC) is a five- year program implemented through a cooperative agreement between the United States Agency for International Development USAID/Uganda) and FHI 360. The project is designed to support the Government of Uganda and partners to design and implement quality health communication interventions to contribute to reduction in HIV Infections, total fertility, maternal & child mortality, malnutrition, malaria & tuberculosis. CHC works with Ministry of Health and partners to rollout a nationwide OBULAMU integrated health communication platform through: Mass media; outdoor media; social and digital media; and, inter personal communication (IPC).

Job Summary:  The National Technical Assistance Coordinator (NTAC) – Malaria and Nutrition will directly lead and be responsible for the implementation of the technical assistance activities mentioned above, report to the Senior Technical Advisor-Health Communication (STA-HC) to provide day-to-day technical assistance to various USG IPs in the design and delivery of quality HC interventions. He/she will work to ensure that key USG and GOU partners are involved in the implementation of the integrated OBULAMU health communication platform..

Key Duties and Responsibilities: 

  • Work with the STA-HC to provide health communication related technical support to key USG and GOU IPs at national and regional levels according to the CHC work plan.
  • Manage and nurture relationships with malaria and nutrition thematic Technical Working Groups (TWGs), and the national Behavior Change Communication Working Group (BCC WG) at MOH.
  • Lead CHC efforts to support USG IPs and TWGs to conduct participatory materials review sessions and ensure that the quality of materials and tools that partners reproduce meet the standard of quality HC that CHC promotes.
  • Manage the materials’ approval process to ensure that malaria and nutrition health communication materials developed are duly approved by committees at MOH
  • Lead the day-to-day implementation of the CHC integrated communication platform activities to ensure that all key USG IPs are oriented and provided with the necessary malaria and nutrition implementation guides, toolkits and materials for the different campaign life stages.
  • Provide remote and physical technical advisory functions to CHC regional offices to effectively rollout and monitor OBULAMU campaigns related to malaria and nutrition, and to ensure that regional based USG IPs receive the timely malaria and nutrition technical assistance.
  • Provide leadership, and involvement of CHC, in supporting MOH and USG IPs in planning and executing health communication activities for national and international health commemorative events as determined by the different TWGs.
  • Support health communication capacity assessments develop tailored capacity strengthening plans, and subsequent social behavioral change training and mentoring sessions that suit various TWGs, USG IPs at national and regional levels.
  • Identify malaria and nutrition related research opportunities to strengthen evidence-based health communication among GOU and USG IPs.
  • Identify and harness communities of practice and other knowledge management platforms among malaria and nutrition partners.
  • Support project documentation of key lessons learnt, success stories, technical & research briefs and abstracts relating to malaria and nutrition.

Qualifications, Skills and Experience: 

  • The applicant for the USAID FHI 360 National Technical Assistance Coordinator (NTAC) – Malaria and Nutrition job placement must hold a Master’s degree in public health/health communication and social sciences
  • A minimum of seven years’ experience in leading strategic health communication interventions in malaria and nutrition national and district levels.
  • Highly knowledgeable and experienced in malaria and nutrition as well as other health areas relevant to CHC e.g. HIV/AIDS, TB, family planning and maternal health.
  • Experience working with Ministry of Health, USG and other donor related funded malaria and nutrition programs and partners.
  • Good oral and written skills as required for the delivery of varied health communication products
  • Ability to adapt and work in challenging and demanding environments
