About USAID RHITES-E Project:
IntraHealth International will implement the USAID RHITES-E which supports the Government of Uganda (GOU) and key stakeholders to increase availability and utilization of high quality health services in 21 districts in Eastern Uganda and 2 in Karamoja by strengthening health systems and improving the quality of, access to, and demand for health services with attention to equity and underserved populations.
Job Summary: The Family Planning (FP) Advisor will provide technical and program oversight and direction in the areas of family planning/reproductive health (FP/RH) for the RHITES-E Project. Responsibilities include providing leadership and technical guidance in the development and implementation of family planning/reproductive health (FP/RH) activities and in coordination with other program technical leads. This position will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of service delivery strategies, based on current scientific evidence. S/he will advise on policy, programmatic, national and USG strategies for integrated implementation of FP initiatives. The incumbent works in close collaboration with other technical teams, DHMO and facilities to support quality implementation of FP services. S/he will also continuously engage with the Ministry of Health at the national level to bring RHITES-E FP related work into the limelight.
Key Duties and Responsibilities:
- Provides technical leadership in FP within specific FP activities and program-wide to ensure integration of FP services.
- With technical oversight, provides technical leadership in design, development, planning, implementation, and capacity- building of specific FP technical components of programs.
- Provides timely and adequate technical support to health programson reproductive health, including guidance on improving service quality, increasing use of priority FP interventions, supporting and motivating frontline health workers (clinicians, nurses), and building capacity (including on-the-job training) on select FP topics.
- Responsible for planning and scheduling own work flow and timetables, within FP technical area.
- Maintains a constructive dialogue and technical exchange with technical ( MNCH, HIV, TB, Nutrition) and cluster counterparts to effectively support integration and health workers in the facilities to offer quality FP services.
- Champions provision of sexual reproductive health services to the youth and adolescents.
- Develops and maintains collaborative relationships with donors and client organizations, relevant government agencies, bilateral and other NGOs.
- Develops tools for the design and implementation of FP technical components.
- Ensures that project implementation of the FP strategy adheres to the appropriate national, global strategy and remains technically sound.
- Provides FP technical leadership to multiple components for moderate to complex programs.
- Builds the technical capacity of health care providers and transforming attitudes around FP services through training and mentorship
- Provide technical support to district health management teams in prioritizing reproductive health services including FP.
- Develops/oversee development of tools to support delivery of reproductive health services.
- Influences design and scope of FP initiatives and programs within the RHITES-E Project.
- Work in close collaboration with the M&E team, reviews, analyzes, and evaluates the effectiveness of FP activities and provides recommendations for improvements.
- Ensures the quality of implemented technical activities and systems at all levels.
- Represents the RHITES-E to external entities at FP related professional meetings and conferences.
- Build and maintains collaborative relationships with donor and client organizations, relevant government agencies, bilateral and other NGOs and consistently maintained and viewed as a knowledgeable resource in their technical area.
- Continually maintains a dialogue and technical exchange with field counterparts and technical staff of implementing partners.
- Coordinates with employees and consultants, on-site and in the field for special projects or unusual situations.
- Participates in planning and budgeting activities for RHITES-E Project, at the district and national level.
Training and leadership:
- Pursues continuing professional development actively seeking opportunities to develop own skills and experience.
- Oversees technical assistance provided by cluster team members in their district-level interventions
- Promotes awareness and understanding of relevant FP tools and information.
- Promotes and support training initiatives for relevant staff in FP.
- Identifies training and development requirements and develop plans to ensure that these are met as appropriate by RHITES-E staff as well as district and facility level staff.
Qualifications, Skills and Experience:
- The applicants for the USAID RHITES-E Family Planning Advisor career opportunity must hold a Bachelor of Science in Nursing or public health from a recognized institution, Master’s degree in Reproductive or Public Health.
- At least ten years of increasing responsibilities at the national level in reproductive health or FP, five of which are in a management or advisory role
- Demonstrated ability to manage large projects, set realistic priorities, and plan for the successful implementation of activities.
- Previous experience in organizing and providing training and capacity building to staffs and partners.
