About US:

Private sector Foundation Uganda (PSFU) is Uganda’s apex body for the private sector made up of 230 Business Associations, Corporate bodies and the major Public Sector Agencies that support private sector growth. Since its founding in 1995, PSFU has served as a focal point for private sector advocacy as well as capacity building and continues to sustain a positive dialogue with Government on behalf of the private sector. PSFU is also Government’s implementation partner for several projects and programmes aimed at strengthening the private sector as an engine of economic growth in Uganda.

 

About World Bank Grant:

Government of the Republic of Uganda has been allocated grant funds (the “Grant”) from the World Bank which are administered by the International Development Association (IDA) (the “Bank”) towards implementation of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project, and intends to apply part of the proceeds towards payments for Project Implementation Support services. The Project Development Objective is to increase access to entrepreneurial services that enable women entrepreneurs to grow their enterprises in targeted locations, including host and refugee communities. Private Sector Foundation Uganda (PSFU) is implementing the Project jointly with Ministry of Gender, Labour and Social Development through a Project Coordination Unit (PCU).

 

Job Summary:  The IT Systems Administrator will provide technical expertise and innovative approaches in developing and implementing customized System and networks for GROW project intervention and information Management. In charge of maintaining essential IT infrastructure, including operating systems, security tools, applications, servers, email systems, laptops, desktops, Management Information system and client database, software, and hardware. Handle project-critical IT tasks and systems and work with internal and external partners to communicate project status, activities, and achievements.

 

Key Duties and Responsibilities:

  • Manage the Management Information System, Monitoring System; and other such systems that will be developed in the course of the project.
  • Design data base to capture reports, verify and Perform data analysis and manage generation of reports from the system.
  • Oversee and provide IT and technological guidance and support, during the set-up of the MIS;
  • Support M&E/MIS responsibilities in line with the objective of the project; including but not limited to development and regular update of the system to provide strategic information for project monitoring and reporting;
  • Establish a central mechanism (depository) for organizing, managing and sharing project information in an efficient and timely manner; Such documentation includes but not limited to the following (Concept Notes, Terms of Reference, project appraisal reports, Memorandum of Understanding, Project Implementation Reports, Project Closure Reports; Systems Requirements and Needs Analysis Documents, Systems Requirements Specifications, System Technical and Administrative Manuals, System User Manuals)
  • Provide the necessary training, support and coaching for IT/System for the system users.
  • Update IT systems requirements, specifications and the standard operating procedures and guidelines for system users.
  • Supervise information system and communications network in the project; oversee internet and computer functioning and propose hardware/software solutions necessary for accomplishing the project objectives.
  • Any other related responsibilities that may be assigned by the supervisor
  • Support LANs, WANs, network segments, Internet, and intranet systems.
  • Maintain systems efficiency.
  • Troubleshoot problems reported by users.
  • Maintain network and system security.
  • Maintain integrity of the network, server deployment, and security.
  • Ensure network connectivity throughout GROW’s LAN/WAN infrastructure is in line with best practices in the IT industry
  • Assign configuration of authentication and authorization of directory services.
  • Maintain network facilities in individual machines, such as drivers and settings of personal computers as well as printers.
  • Maintain network servers such as file servers, VPN gateways, and intrusion detection systems.
  • Administer servers, desktop computers, printers, routers, switches, firewalls, phones, personal digital assistants, smartphones, software deployment, security updates and patches.

 

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Computer Science, Information Technology; Computer Engineering or related field.
  • Should be Cyber Security/ API Certified
  • Three years of experience in a similar role; with good knowledge of the Systems design and development, interface and usage
  • Experience of working with a busy environment with donor support is preferred.
  • Demonstrated hands-on development and usage of multi-sector and inter-government online system.
