Job Title:    Global Fund -Monitoring and Evaluation Officer (3 Job Positions)

Organisation: Program for Accessible Health Communication and Education (PACE)

Duty Station: Kampala, Uganda

Reports to: Monitoring and Evaluation Manager

The Program for Accessible Health Communication and Education (PACE) is a local health non-governmental organization and remains an affiliate of PSI. PACE is an innovative, efficient and impact-oriented organization that works towards realizing a community of Ugandans empowered to sustain healthy behavior, while significantly contributing to Ministry of Health in the areas of HIV/AIDS-care and prevention, TB, Malaria and Child survival, maternal and reproductive health, as well as access to Safe water.

Job Summary:  The Global Fund -Monitoring and Evaluation Officer will be tasked with strengthening data management processes, and routine sharing progress status of the project.

Key Duties and Responsibilities: 

Data collection

  • Support the Project officers and district implementers to share updated data collection tools utilized by GF. This includes the day-to-day support to districts on the utilization of these tools.
  • Support the Project officers on the collection of data from field which includes Biodata forms, payment forms and activity reports
  • Support the data officers on basic management of the database in the project M&E department.

Data analysis: Support data analysis based on TASO submissions received from districts in a manner that contributes to the delivery of programmatic improvements.

Data dissemination

  • Support the dissemination of program data by assisting the M&E Manager in drafting
  • quarterly programmatic supervision and monitoring reports as well as generating visual representations of performance data (maps, graphs, pie charts, tables etc) for the purpose of reporting.

Stakeholder management/support

  • Assist the Project officers and M&E Manager regarding coordination with TASO, Ministry of Health on joint supervision visits to implementation areas.
  • Assist the Project Officers in following upon daily, monthly and quarterly data reports from districts.
  • Assist the Project officers in conducting and supporting field supervision visits, spot- checks and data verification of activities implemented, health facilities and Private sectors.
  • Support the Project officers on organizing trainings activities by ensuring training readiness.
  • Support the Project officers on monitoring the supply chain of ACTs, RDTs, Amoxicillin, ORS, and Zinc for the ICCM community program Supervisors as well as supported health facilities in the program.
  • Assist the M&E Coordinators and M&E Manager in the updating lists of Supervisors of Health Facilities across district of implementation.

Administrative support

  • Assist the Project Officers in collecting and filing paper-based documentation from program activities on a regular basis.
  • Assist the M&E Manager in providing administrative support for the department e.g. coordinating meetings, trainings.
  • Perform any other related duties that may be assigned by the immediate supervisor and/or M&E Manager.

Qualifications, Skills and Experience: 

  • The ideal candidate must hold a degree in Statistics, Quantitative Economics, Computer Sciences, humanities. A master’s degree in related field an added advantage. Additional training in Monitoring & Evaluation is an added advantage
  • At least two years’ experience in planning and implementation Monitoring & Evaluation activities.
  • Knowledge and experience managing research or data collection activities.
  • Experience in donor funded Non-government organization is preferred.
  • Knowledge and experience in operations of the district health teams.

  • Working with rural communities, local partners including Village Health workers.
  • Good communication skills, written, verbal and presentation
  • Ability to build relationships with stakeholders within and out of the organization.
  • Evidence of taking decisions at the right time based on the information available.
  • Attention to detail and ability to work accurately.
  • Able to work independently and as part of a team
  • Result focused, drive change/innovation, customer service orientation and develop others
