The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is an international non-profit organization which was founded in the United States (U.S) in 1988 and it us dedicated to preventing pediatric HIV infection and eliminating pediatric AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide. EGPAF Uganda Country program is currently implementing a  number of projects in partnership with various donors.

Key Duties and Responsibilities:  

  • Build the capacity of program implementers and health workers HMIS, Health Information Assistants, in use of MOH tools and other designed tools, records and data management.
  • Offer timely technical support to the HMIS, District Biostatisticians, Health Information Assistants, in ensuring implementation of electronic data management systems at site level.
  • Build and maintain partnerships and networks with HMIS, District Biostatisticians, Health Information Assistants and health care workers in line with EGPF partnership strategy.
  • Supports the district HMIS, District Biostatisticians, Health Information Assistants and other relevant staff to collect, analyze and report programmatic indicators in a timely manner and ensuring that the project’s technical staff especially the DBTs are provided with timely, accurate and reliable data generated through the project’s M&E system.
  • Keenly monitor collection, cleaning and validation (weekly, monthly, quarterly and annually) of data from the EGPAF – Uganda supported sites in line with EGPAF and MoH data management guidelines.
  • Take part in developing of data collection tools needed by EGPAF Supported sites line with M&E departmental guidelines. Prepare periodic (monthly, quarterly and annual) dataset and reports to inform district quarterly reports.
  • Carry out data analysis on performance indicators to assist in feedback to the program officers and facility clinicians to guideprogram implementation.
  • Facilitate the interpretation and use of M&E data, through the quarterly district level and facility level review meetings between the project technical staff, the district health team and health care workers.
  • Support the process of development and monitoring the implementation of periodic district and site level work plans in line with EGPAF guidelines and donor requirements.
  • Work in liaison with HMIS, District Biostatisticians, Health Information Assistants, conduct periodic data validation and data cleaning for EGPAF Uganda supported facilities in line with the data quality assessment and improvement guidelines
  • Prepare and submit monthly, quarterly, and annual progress reports to the M&E Manager.
  • Mentor and supervise the EGPAF site based Health Information Assistants working at the health facilities

Qualifications, Skills and Experience:

  • The applicant for the EGPAF Strategic Information & Evaluation Officer career opportunity should hold a Bachelor’s degree in demography or statistics, population studies, public health or, epidemiology.
  • A minimum of four years’ experience in planning, monitoring and evaluation; application of and quantitative M&E methods with a reputable international NGO.
  • Strong knowledge of Uganda MOH HMIS system and site and district level practical experience in working with routine HMIS
  • Broad understanding of USAID Uganda and PEPFAR programreporting requirements.
  • Previous experience working with international NGOs implementing public health interventions.
  • Prior experience working with Uganda local government administration is an advantage.
  • Willingness to work and travel in rural settings in Uganda.
  • Good analytical thinking and ability to interpret public health and epidemiological data. Familiarity with computer programming, routine HMIS, and maintenance of electronic databases.
  • Excellent working knowledge of major databases and analytical programs including MS office and GIS
  • Ability to work independently with minimal supervision.
