About Program:

IDLO, with the financial support of the Swedish International Development Cooperation Agency (Sida) is currently undertaking the inception of a 5-year Community Justice Program (CJP) that seeks to enhance the accessibility, quality and sustainability of justice services delivered for rural, vulnerable and marginalised communities in Uganda. The CJP, to be rolled-out once the country office set-up is completed, will focus on legally-empowering grassroots communities, and enhancing the capacity of duty bearers at the community level to provide the most vulnerable and marginalised citizens with quality legal knowledge and legal aid to uphold their basic rights, challenge their grievances in an equitable manner, and obtain effective justice remedy and reparation or compensation from both formal and informal justice mechanisms.

Job Summary: The Field Program Manager will be responsible for the day-to-day running of the Program.

Key Duties and Responsibilities:

Program Management:

  • Manage the day-to-day program implementation and issues, including: work planning, budget management, monitoring, and reporting, and ensure that all phases of the project are consistent with the project design and delivery schedule;
  • Oversee the timely identification and screening of program contractors and employees as well as the processing of contracts and review of deliverables.
  • Supervise the preparation, organization and implementation of programmatic activities, including overseeing CJP’s events.
  • Oversee the review, selection and contracting of sub-grants;
  • Ensure the maintenance of a database of all CJP sub-grants including funding applications, pre-screening reports, pre-grant assessments, funding approval reports/minutes, progress reports and sub-grants disbursements, etc.
  • Supervise the implementation of supported interventions by state institutions within JLOS including ensuring effective coordination with the JLOS Secretariat, submission and approval of CJP-related JLOS Annual Workplans and provision of timely support to JLOS institutions in line with the workplans.
  • Effectively lead the team by providing clear direction, addressing development, and performance management through ongoing dialogue, and mentoring; fostering a teamwork approach in meeting objectives and goals; address possible conflicts in a positive and constructive manner; encourage initiative and maintain effective working relationships within a multi-cultural setting.
  • Coordination of work and information between IDLO headquarters and the country office with regard to the CJP.
  • Manage all aspects of CJP internal and donor reporting including drafting and provide inputs to annual and quarterly reports; coordinate the submission of financial and narrative reports; highlighting the value and impact the program/activity brings.
  • Identify project and team successes and lead documentation for internal and external information sharing.
  • Serve as the primary focal point between IDLO and the experts engaged by IDLO for the implementation of the CJP, including ensuring that their deliverables are within the framework of the IDLO’s strategic objectives, donor policies and agreed program of work;

Program Budgeting and Resources Management:

  • Collaborate and communicate regularly with the IDLO HQ Finance Department and HQ program counterpart in order to build accurate financial forecasts, including reviewing financial reports and identifying areas of overor under-spending, and flagging any urgent budgetary issues;
  • Ensure effective adherence to the IDLO policies in all aspects of CJP-related procurement including ensuring the establishment and implementation of the CJP Annual Procurement Plan.

Research:

  • Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the program; respond to internal and external requests for such research;
  • Supervise any desk research carried out by the Program team for purposes of input into the development of new proposals, concept notes, briefing notes, summary status reports, donor narrative reports, and mission preparations.

Program Representation:

  • Represent IDLO in program events, and under the guidance of the supervisor, build relationships with donors, UN agencies, government institutions; CSO’s and other stakeholders in the rule of law field, through meeting and the preparation of reports and briefs;
  • Serve as the primary coordinator for IDLO with beneficiaries, JLOS and other external stakeholders that are implementing CJP projects in Uganda;
  • Under the guidance of the Supervisor and IDLO Regional Program Manager, build relationships and liaise with donors, other international organizations, beneficiaries, and other external stakeholders;

Qualifications, Skills and Experience: 

  • The ideal candidate must hold a University degree in Law is required with advanced degree in law preferable. Post-graduate qualifications in law, human rights, project management, gender studies, development and/or monitoring and evaluation will be an added advantage.
  • Six years of significant relevant professional experience including but not limited to working in/with the justice, law and order sector in Uganda;
  • Demonstrable experience in capacity development, program management, and/or project office management preferably in large rule of law, governance and/or access to justice programs/projects with progressively increased responsibilities;
  • Previous experience in managing/implementing sub-project awards;
  • Experience in report writing, program/project design, budget development, financial forecasting and use of monitoring and evaluation tools.
  • Previous experience working with both state and non-state actors in Uganda within the JLOS sector will be a significant advantage
  • Extensive knowledge of the political, social, cultural and economic context in Uganda including constitutional, policy, legislative and institutional reforms as well as strong understanding of regional and international law (including strong understanding of African legal frameworks with an ability to apply such frameworks successfully in program development and implementation;
  • Demonstrable project cycle management skills inclusive of workplan, timelines, deliverables, reporting and budget tracking;
  • Strong problem-solving and analytical skills with a high-degree of personal and professional organization;
  • Ability to respond rapidly to ad hoc requests, meet tight deadlines and ensure tact and diplomacy when engaging with prominent public figures-all without losing focus on the objectives and priorities;
  • Demonstrated professional flexibility and adaptability, as well as track-record of self-initiative and professional independence;
  • Proven leadership skills as a team leader and team player;
  • Excellent communication skills, both written and oral.
  • Strong sense of integrity and ethics and commitment to IDLO’s mandate.
  • Languages: Fluent oral and written English is required. Fluency in Kiswahili, Luganda or other popularly spoken local languages will be a significant advantage.
