About UNHCR:

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.

Job Summary: The Security Operations Associate will assist in the implementation of security operations and all matters relating to the management of safety and security for UNHCR personnel in the country. The incumbent will be expected to acquire safety and security information and produce IT generated reports suitable for distribution to UNHCR Senior Management and personnel at different tiers of the accountability chain. To this end, operational police, commercial security, professional security risk management, intelligence or military experience is desirable. The ability to input and manipulate data on different IT systems using common word processing, database and GIS software is likewise highly desirable. Familiarity with radio communication systems and experience in critical incident management shall also be considered an advantage.

Key Duties and Responsibilities:  

Acting under the direction of the FSA, the incumbent will serve the primary focal point for security information management of the Field Security Unit (FSU) by assisting the FSA in collecting, updating and communicating information regarding the security situation in the country:

  • Acting under FSA direction and guidance, liaises and coordinates, as directed, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation to support UNHCR mandate;
  • Helps to assess the security situation at the country, region and area-specific levels that may be required for a proper analysis of the situation by the FSA;
  • Under FSA guidance and instruction, communicates information on security to the Representative and UNHCR managers at different tiers;
  • Maintains regular contacts with Security Focal Points of UN agencies to enable UNHCR mandate;
  • May be requested to provide technical assistance at SMT, Security Cell and other relevant meetings;
  • Maintains liaison with commercial companies used for UNHCR at offices and residences, in order to ensure the effective and efficient use of the guard force and other technical resources.
  • Assists with data acquisition and manipulation for graphic report presentations:
  • Maintain security related electronic databases and produce hard copy files on a regular basis when requested.
  • Demonstrate technical capacity to collate and translate data into presentations to influence decision-making to include extensive use of excel, power point and other similar platforms.
  • Able to provide a systematic way of archiving reports into easily-retrieval internal filing systems.
  • Coordinates with the different Field Safety Associates (FS Associates) for information requirements.

Assists in maintaining the Security Plan, helps in formulating standard operating procedures and ensuring updates in required UN documentations including updating staff lists:

  • Helps in the preparation and review of the UN Security Plan and risk assessments;
  • Supports actions during the implementation of the Security Plan, as required.
  • Establishes, develops and maintains warden system and keeps update of information related to UNHCR offices and residences;
  • Acts as the FSAs liaison with the UN security focal points in coordination with the different FS Associates to support UN-wide and UNHCR-specific security requirements and needs.
  • Assists the FSA in monitoring compliance with Minimum Operational Security Standards (MOSS) established for the duty station.
  • Assists with the compilation of data required for the MOSS assessment tools;
  • Conducts security evaluations and provides advice on security measures for the residences (Minimum Operating Residential Security Standards – MORSS) of UN staff, as well as on latest trends and threats to staff safety and security.
  • Assists in reporting security incidents affecting UNHCR staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments and the Quarterly Incident Report as directed as FSA.
  • Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members.
  • Conducts security briefings, as required.

Provides general administrative assistance to FSA:

  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database on contact details in relation to host country security authorities;
  • Links and coordinates with the Field Safety Associate for Kampala/Midwest on compound security management including but not limited to access control, ID pass, guard force management, among others for UNHCR offices in Kampala; Performs any other security related tasks assigned by FSA.

Key Performance Indicators:

  • The key results have an impact on the accurate and timely implementation of the overall UNHCR security initiatives at the country level to translate UNHCR corporate duty of care to its personnel.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNHCR Security Operations Associate job vacancy should hold a Bachelor’s degree in Political Science, Law, Military Science, Security Management, Intelligence Studies or Social Science, preferably with post-graduate degree or qualification
  • At least three to five years in military, police, intelligence, national security, and security management in UN, diplomatic and non-governmental organizations.
  • Language: English (required); other UN languages (Arabic, French, Chinese, Russian, Spanish) desirable; other local Ugandan languages advantageous.
