Job Summary: The Public Health Engineering Assistant will enable Oxfam to respond quickly to the Public Health Engineering requirements of an emergency. The work involves both the assessment of the situation and the implementation of public health measures required to alleviate the plight of the people affected by the emergency.
Key Duties and Responsibilities:
- Actively participate in need assessments for WATSAN needs in the refugee camps and in host communities as requested by PHE Officer/Team Leader.
- Prepare work plan in coordination with PHE Officer to ensure the materials supply and construction of WATSAN infrastructure supply are in line with the implementation plan.
- Supervise water trucking, water distribution, drilling/borehole repair activities and installation of sanitation facilities in the camp.
- Carry out water quality monitoring including FRC testing for water trucking points and biological water quality analysis from boreholes
- Prepare supply request of materials and consumables in times to ensure that implementation speed is on target
- Train and build capacity of construction workforce and operators on latrine and bathing shelters construction, installation of hand pumps and general operation and maintenance.
- Ensure minimum standards of technical quality in all engineering activities and constructions.
- To check on quality of material, deliverables, constructions and take actions to correct failures and mistakes.
- To write reports progress of planned activities, issues and challenges at field and submit to the PHEO on a weekly basis or as required.
- To ensure that gender and participation and protection issues are reflected in all WATSAN activities.
- To be familiar with and abide by NGO code of conduct and SPHERE minimum standard.
Qualifications, Skills and Experience:
- The ideal candidate for the Oxfam Public Health Engineering Assistant job must hold a Diploma in a relevant field such as Civil Engineering or Water Engineering from a recognized University/college.
- At least two years of experience in humanitarian work and significant understanding of building materials, construction and integrated WATSAN and hygiene promotion programme for IDPs/refugees in camps, urban or rural situation.
- Two years of practical experience of technical project implementation (construction) and ability to work within deadlines and independently in difficult environment.
- Strong in training and facilitation skills, managing work force and labour contract
- Good analytical, interpersonal and communication skills
- Ability to work well under pressure and in response to changing needs
- Negotiation skill and dealing with host community, NGOs/UN and local government
- An understanding of gender and development issues
- Drawing, design, computation and estimation skills
- Good report writing, communication and presentation skills in English
