About UNHCR:

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.

Job Summary:   The Child Protection Associate in Yumbe will reinforce UNHCR’s capacity for child protection individual case management including best interests processes, and building the capacity of partners in the same. BID Management and BID Panels Overall BID co-ordination and management in Yumbe is under the overall supervision of the Protection Officer in Yumbe. Since 2012, UNHCR offices in the operation have a well-functioning multi-disciplinary BID panel. Sub-Office Yumbe has a functioning BID panel since October 2016. The BID panel includes UNHCR, Office of the Prime Minister (Department for Refugees), World Vision, District Local Government and Save the Children. The main responsibilities of the Child Protection Associate will include conducting BID interviews and produce quality BID reports in a timely manner, taking due account of the sensitivity and urgency of the cases in relation to children.

Key Duties and Responsibilities: 

  • The Child Protection Associate will also manage individual cases of children at risk, including conducting Best Interests Assessments (BIA) through a comprehensive and holistic assessment of their situation, and ensuring timely case follow-up
  • Keenly monitor individual case management undertaken by child protection partners, and provide continuous coaching and technical guidance as appropriate
  • Carry out Best Interests Determination (BID) interviews, draft BID reports, and present them to the BID panel in accordance with applicable BID procedures.
  • Conduct home visits as necessary to assess the protection situation of the children at risk
  • Analyze the situation of children at risk and make referrals to relevant actors as necessary.
  • Ensure timely case follow-up and implementation of recommendations of BIAs/BIDs
  • Ensure that the physical / electronic files and electronic database (proGres v4 once operational) are up-to-date and that all reports related to the case are saved on the file in accordance with the SOPs
  • Follow-up on child protection cases, including family reunification requests, alternative care arrangements, and referrals in accordance with applicable SOPs
  • Work closely with partners and communities on strengthening community-based child protection mechanisms, including training and engaging members of the community in prevention and response
  • Conduct participatory assessments, ensuring children’s voluntary and meaningful participation.
  • Support and facilitate the coordination of child protection programmes as required
  • Conduct coaching and on-the-job training for partner staff on child protection prevention and response
  • Prepare reports as requested by supervisor.
  • Perform any other duties as assigned by supervisor

Key Performance Indicators: The Child Protection Associate will be required to prepare monthly qualitative and quantitative reports during the assignment. The report shall contain a description of activities and indicators including: number of children at risk for whom individual case management was conducted, number of BIDs and BIA conducted, number of follow-up visits on children at risk, number of children for whom family reunification was facilitated, number of partner staff for whom coaching / training was undertaken, and trainings conducted for members of the community in child protection prevention and response, etc. Such reports will feed into the protection reports of the office

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNHCR Child Protection Associate job opportunity should hold an academic degree in relevant area (e.g. social work, child development, social science, education, public administration etc.);
  • At least two years of work experience in relevant work area (e.g. as a social worker, child counsellor, community development worker, educator, conducting social assessments, individual case advocacy, assisting with family reunification, working with refugees etc.)
  • Prior work experience in child protection in a refugee context would be an asset.
