About UNHCR:

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.

Job Summary:  The Protection Associate (SGBV) is part of UNHCR Kyaka Protection Team and reports directly to Associate Protection Officer (Community Based). He/she will be working in close collaboration with UNHCR Implementing and Operational partners, as well as with other UN Agencies on thematic issues such as SGBV. The Protection Associate (SGBV) is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern (women, girls, children, survivors of SGBV, including men and boys). The incumbent will oversee programmes on sexual and gender based violence prevention and response interventions including SGBV data management and enhancement of staff and partner skills, as well rolling out of both SASA methodology and Zero Tolerance Village Approach (ZTVA) methodology across the settlements. The Protection Associate (SGBV) works directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent will support the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role the Protection Associate (Community-Based) is required to spend a substantial percentage of her/his time working outside the office, building and maintaining networks within communities of persons of concern.

Key Duties and Responsibilities: 

  • Work in close liaison with partners, keep track of incident report, monitor referrals of the SGBV survivors to appropriate service providers for further management of the case
  • The incumbent will also ensure monthly reporting including GBVIMS statistics
  • Provide support in conducting an assessment on SGBV risk factors among persons of concern, flag potential risks or challenges emerging from data analysis and make recommendations to address them
  • Assist in developing ways in which community involvement can be increased and risks mitigated
  • Liaise closely with partners to ensure that for each individual case there is a compliance to the SOPs related to safety of the survivor, adequate health, psycho social and legal support
  • Follow-up with partners on proper data collection mechanisms; as well as contribute to effective information management on SGBV survivors through provision of disaggregated data on persons of concern and issues/risks they face.
  • Support needs/gaps and capacity assessments on SGBV in close coordination with any on-going joint/common assessments being conducted for the emergency response.
  • Follow up with partners on timely submission of qualitative and quantitative weekly and monthly reports
  • Assist in conducting capacity building activities of IP staff on cases management.
  • Support in identifying complex cases for discussions with relevant partners especially those in need of coordinated and urgent multi sectorial responses
  • Follow up organization of weekly SGBV Working Group meeting
  • Actively participate in community services activities aimed at supporting partners provide services to persons of concern, especially those with specific needs
  • Perform any other related duties as required.

Key Performance Indicators:

  • The protection of populations of concern is met through the application of International and National Law, relevant UN/UNHCR protection standards and IASC principles.
  • The participation of persons of concern is facilitated through continuous assessment and evaluation using participatory, rights and community based approaches
  • SGBV incidents are immediately identified and reported
  • Enforce local compliance with UNHCR’s global protection policies and standards related to mitigation, prevention and response to SGBV
  • Negotiate with local authority counterparts, partners and populations of concern.
  • Represent UNHCR in physical monitoring of projects.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNHCR Protection Associate (SGBV) job opportunity should have completed Secondary School Education with post-secondary certificate/ training in Law, Social Sciences or Community Services or human rights.
  • At least six years of experience in the related field, in refugee programme or similar humanitarian operations
  • Excellent knowledge of English (written and spoken)
  • Diverse field operational experience
  • Excellent communication skills, both oral and written.
  • Good computer skills
  • SGBV experience and technical knowledge.
  • Completed Protection Learning Programme.
  • Knowledge of local languages.
