About US:
Uganda Electricity Generation Company Ltd was incorporated in March 2001 under the Companies Act, 2012 on the basis of the Public Enterprises Reform and Divestiture Act, Cap 98 and Electricity Act, Cap 145 respectively. UEGCL is wholly owned by the Government of the Republic of Uganda. UEGCL’s key role is to – carry on the business of electric power generation and sale within Uganda or for export to neighbouring countries; build, operate and maintain Electricity Generation Plants; monitor the operation and maintenance of its Concessioned Assets – Nalubaale and Kiira Power Stations; provide Technical Support as and when required by the Government of the Republic of Uganda through the Ministry of Energy and Mineral Development; organize, support, encourage and maintain training facilities in technical and related fields, amongst others.
Job Summary: The Head ICT will provide leadership and operational oversight of the Information and Communication Technology (ICT) Department and be accountable for planning, directing, organising, controlling and reporting on all departmental functions.
Key Duties and Responsibilities:
Strategic Planning
- Create a vision for ICT within UEGCL, communicate it to employees, lead and motivate the team to achieve the vision.
- Develop an ICT strategy which identifies the future direction of the use of technology within UEGCL to drive efficiencies and research options for ICT development.
- Lead on developing, communicating and implementing organizational ICT policies and procedures in accordance with the ICT strategy, UEGCL Strategic plan, ICT legislation and best practice.
- Develop, review, coordinate and monitor implementation and compliance to ICT Strategy, policies and procedures in line with UEGCL Strategic Plan, other company policies and industry standards.
- Provide advice to UEGCL Top Management and the Board on the application and use of ICT to provide excellent services working closely with the Top management team to overcome business challenges with the use of technology.
- Identify ICT solutions and opportunities to improve organisational performance. Evaluate company requirements, prepare and present proposals, design and deliver solutions to meet company objectives.
- Continuously carry out Information systems, information security and ICT research and developments, scoping for emerging innovative technologies and industry trends and advise management on best solutions to adopt.
Project Management
- Be a champion of change, optimising current IT solutions whilst promoting innovative solutions to operational challenges
- Apply a structured methodology and lead change management activities. Prepare and implement project plans to achieve the desired outcomes.
- Control and manage the project resources and budget.
Supplier Management
- Support procurement, negotiation, management and monitoring of contracts for ICT services provided by third parties ensuring effective service delivery.
- Manage the relationships with contractors and suppliers
- Manage IT vendors and service providers and monitor contracts and agreements to ensure that all parties meet their obligations and the Company’s interests are taken care of.
Leadership and Management
- Contribute to the development, implementation and review of UEGCL’s corporate strategies, annual project plans, policies and procedures
- Build and maintain positive relationships with key partners and stakeholders.
- Ensure effective management of staff and resources promoting team building and collaborative working to deliver the corporate plan
- Plan, coordinate and monitor development or customisation, implementation and support of Information Systems and technologies in line with business requirements.
- Proactively identify risks that are ICT related, plan, review and manage appropriate actions for a suitable internally controlled environment, including systems security, disaster recovery and coordinate business continuity activities for all ICT Systems and Infrastructure.
- Initiate staff IT literacy programmes and coordinate provision of user support to ensure quality and optional utilisation of ICT Investments.
- Manage the performance and development of ICT department staff in line with HR policies, Top Management and Board decisions.
- Regularly provide clear, concise and logical reports to the Board, Committees, the Chief Executive Officer, Management Teams and key stakeholders as required.
Financial Management
- Accomplish financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective action.
- Monitor ICT budgets ensuring that spending is appropriate and aligned to the company strategic plan.
- Coordinate ICT investments, acquisitions and ensure optimal resource allocation, in line with UEGCL procurement and disposal policies.
Data Protection
- Ensure compliance with relevant legislation as applicable to IT usage.
- Ensure that an adequate plan for disaster recovery and carrying out back-ups of the organisation’s data is maintained and is effectively implemented;
Other Duties: Carry out any other duties as may be assigned from time to time
Qualifications, Skills and Experience:
- The ideal applicant for the Uganda Electricity Generation Company Ltd (UEGCL) Head ICT job placement must hold a Bachelor’s degree in Information Technology, Computer Science or associated discipline from a recognized university.
- Master’s degree in Information Technology, Computer Science (or related IT discipline), Management or Business Administration.
- IT Industry certifications i.e. MSCE, MSCA, CCNP, CCNA, MCP, CISM
- Certificate in Project Management is an added advantage.
- Eight years of experience in Information Technology of which 5 years should have been in a managerial role in a large and busy service organisation.

- Show a comprehensive awareness of existing and developing technologies and how they can be applied to the business
- Ability to recognise business opportunities and present a clear strategic vision of how technology can be applied to achieve success
- Excellent communication skills, both oral and written.
- Ability to explain complex IT information clearly to ‘lay’ managers and other stakeholders
- Highly proactive and motivated
- Proven track record at senior level of leading staff within an IT environment Successful track record of implementation with delivery on time and to budget
- Leading change in an IT environment
- Developing, implementing and managing strategies and plans aligned to key business objectives
- Contract management, negotiation and monitoring

- Develop effective partnership working within the Association and with other stakeholders. Excellent time management skills
