About US:
The International Committee of the Red Cross (ICRC) is a neutral and independent international humanitarian organisation, which assists and protects victims of armed conflicts and other situations of violence. The ICRC Tracing team, in cooperation with Uganda Red Cross Society (URCS), provides services to people separated by conflicts and other situations of violence in order to search for their family members and re-establish contact between them, especially unaccompanied children.
Job Summary: The Assistant Accountant is in charge of the following;
- Accounting & cash management: He/she is in charge of all cash operations, bookkeeping entries for bank payments, closure operations and implementation of internal financial rules. The accountant / cashier directly reports to the Accountant II.
- The Cooperation File: In close coordination with the Cooperation Delegate, he/she ensures the overall management of ICRC financial support to the Uganda Red Cross Society (URCS). He/she will assist the Cooperation Delegate in the financial follow-up with URCS of the objectives under PfR. Supervises calculation and follow-up of the support to the coverage of URCS core costs, activity costs, supervision costs, and capital/one-off purchase costs. Provides regular feedback to the Cooperation Delegate and liaise with other ICRC departments in relation to the different programmes.
Key Duties and Responsibilities:
Cash payments
- Receives all the invoices to be paid by cash, checks the accuracy and consistency of all information: amounts, accounting details, attachments, approvals, etc prior to payment.
- Pays out working advances and deals with their settlements as per ICRC financial rules.
- Pays out salary advances and perdiems.
- Performs daily cash control and book reconciliations for both local and foreign currencies.
- Applies ICRC procedures for eventual discrepancies.
Bookkeeping
- Respects ICRC chart of accounts when entering expenditures, income, and transfer in books.
- Establishes complete accounting documents including invoice and vouchers duly stamped, approved and signed according to ICRC financial rules.
- Charges expatriates accounts for private expenses.
- Prepares financial lists and statistics upon request.
- Respects standardized entries into accounting application.
- Calculates variables to be deducted from staff salaries.
Financial procedures and follow up
- Applies all financial procedures as per ICRC financial rules and F&A manual.
- Explains financial procedures to new staff.
- Participates in replies to accounting queries.
Monthly closure
- Participates and assists the Accountant II in the monthly closure of accounts and prepares the necessary documents for the closing operation.
Various: Replaces the Accountant II in his absence.
Cooperation File: He/she carries out the following tasks with a view to strengthening the capacity of the URCS, especially in the field of tracing, emergency preparedness & response, and dissemination:
Coordination
- By organizing regular contacts with the URCS Accountant and Head of Finance, ensures the respect of Financial Management Procedures by the URCS.
- Assists in the supervision of the financial aspects of the programmes relating to the Partnership Framework Agreement and the objectives developed jointly between the ICRC and the URCS.
Finance tasks
- Reviews URCS accountabilities
- Submits them for photocopying
- Arranges the copies according to ICRC accounting codes
- Stamps the approved originals and copies
- Ensures timely return of originals to URCS
- Submits approved copies to Cooperation delegate for signature
- Submits approved accountabilities to ICRC Finance unit
- Ensures appropriate feedback to URCS
Administrative tasks
- Checks finance requests by the URCS
- Prepares the Authorization of Expenditure (AoE) documents
- Participates in the delegation monthly AoE meetings
- Handles the quarterly URCS balance confirmation
- Supervises the financial state of implementation
- Develops adequate tools to ensure proper financial follow-up
- Ensures adequate feed-back and exchange of information with ICRC Finance unit
- Provides quarterly reports and statistics
- Ensures proper and accurate data handling and record keeping
Planning
- Supports the Cooperation Delegate in drafting the financial aspects and budgets relating to the URCS
- Works closely with and provides related information to the Cooperation Assistant
General Duties
- Is aware of the delegations objectives and activities
- Understands the components of the Red Cross/Red Crescent Movement
- Applies the security rules at all times.
- Respects and follows all ICRC regulations on Purchase procedures and its Code of Conduct.
- Respects and observes the staff regulations/procedures of the ICRC Uganda
- The employee may be asked to perform duties and tasks not covered in this job description as well as to provide support to other departments when necessary
Qualifications, Skills and Experience:
- The International Committee of the Red Cross (ICRC) Assistant Accountant should preferably hold a Bachelor’s Degree in accounting or business administration
- Four years of work experience in a similar field
- Excellent command of spoken and written English
- Very good computer skills.
- Rigorous and trustful person
- Confirmed analytical and organizational skills
- Confirmed team leadership skills.
