Civil Society Budget Advocacy Group (CSBAG) is a coalition formed in 2004 to bring together CSOs at national and district levels to influence government decisions on resource mobilization and utilization for equitable and sustainable development.
Job Summary: The Budget Specialist/Economist will primarily be responsible for budget analysis which informs our budget advocacy work. The Budget Specialist/Economist that CSBAG seeks to recruit will be responsible for providing first-rate economic policy analysis to CSBAG’s work of influencing government resource mobilisation, allocation, and utilisation. This position carries the responsibilities leading all activities related to citizen budget and service delivery tracking
Key Duties and Responsibilities:
- Analyze both national and local government economic policies to inform CSBAG research, advocacy strategies.
- Actively engage in national and local level economic policy dialogues and using CSBAG experiences/research to inform economic policy discussions.
- Provides strategic input into the development of CSBAG’s budget advocacy agenda.
- Significantly contribute to CSBAG’s efforts to strengthen networks by establishing and maintaining relationships with CSBAG members and partners, Governments, development partners for a collective voice on people centred budgeting
- Collect and analyse macro-economic information and, make high-quality policy proposals, most notably in relation to pro-poor economic growth.
- Make sound contributions to knowledge networks and communities of practice, to generate evidence-based budget proposals that are pro-poor, thus enhancing the economic policy impact of CSBAG.
- Participate in the preparation of relevant knowledge products through written and electronic media to support CSBAG Advocacy
- Represent CSBAG in relevant economic policy development and accountability forums
- Build the capacity of CSBAG members and partners through and providing technical support in budget analysis
- Perform any other responsibilities, tasks or activities as reasonably required. It is important to note that the responsibilities may change to meet the evolving needs of CSBAG.
Qualifications, Skills and Experience:
- The ideal candidate should preferably hold a Bachelor’s Degree or a Master’s Degree in Economics and Public Policy or similar study areas.
- Specialized training in research design, data analysis and report writing (preferred)
- At least two years of relevant professional experience working on economic policy analysis and advocacy experience at national and local government level.
- Additional training experience in budget analysis and advocacy;
- Ability to communicate complex information clearly in writing and in oral presentations to a range of audiences;
- Previous exposure and experience and knowledge in economic policy development and budgeting processes;
- Keen interest and/or experience in economic Analysis work;
- Good computer skills in Windows environment, knowledge of internet communications and command of MS Office applications
